- The Army Contracting Command - Aberdeen Proving Ground on behalf of the Critical Reagents Program (CRP) intends to procure on a sole source basis Electrochemiluminescence (ECL) assays and bulk reagents that are compatible with the PR2-1800 platform. ECL assays, bulk reagents are used in conjunction with the PR2-1800 platform to detect Biological Warfare Agents (BWAs). The intended contractor is Meso Scale Diagnostics, 1601 Research Boulevard, Rockville, MD 20850. Meso Scale Diagnostics is the only known source for ECL technology that will work with specialized equipment, PR2-1800 platform. A Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) type contract will be issued for one (1) base year with four (4) one-year option periods for the production of ECL assays and bulk reagents. The statutory authority permitting acquisition of these items by other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(b)(1)(ii)(A)(B), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This is not a request for competitive proposals. Parties purporting to have the requisite credentials and licensing to provide these supplies without unacceptable delays in fulfilling the agency's requirements must furnish, in writing, factual information, which clearly supports and demonstrates that their facility is sufficiently able to produce the required products, no later than October 15, 2013.
