- The United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, MD intends to issue a sole source award utilizing Simplified Acquisition Procedures to SAS Institute Inc. for SAS software licenses. The U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) requires multiple SAS software license renewals of the following programs: BASE, ACCPCFF, ASSIST, ETS, GRAPH, INSIGHT, and STAT. USAMRIID also requires the addition of 2 SAS ETS licenses for time series analysis capabilities. The requirement is for one base year plus two option years. SAS software is the only software that can be used to validly reproduce all current and past regulatory submissions to the FDA which used the SAS system. SAS software is the only software that can read and process an existing extensive library of SAS datasets. The use of any other software, other than SAS, would invalidate all previous FDA regulatory submissions and incur major costs to USAMRIID. This would cause an extensive and costly duplication of previous work over several years, resubmission to the FDA for approval, and invalidate all previous work that has been completed. This notice of intent is for information purposes only, therefore, no solicitation will result from this announcement. All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly be able to provide services outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 15 days, 15 October 2013, after publication of this notice, to the effect that comparable supplies and services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made.
