- Questions and Answers Water Purification Performance Work Statement Updated *The purpose of this modification/amendment is to update the Performance Work Statement and post answers to questions received from the solicitation. The response date remains 2 October 2013 at 3:00pm Eastern Time.* COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation ("synopsitation" hereafter) for commercial items prepared in accordance with the are format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals being requested and a written solicitation will not be issued. The Government reserves the right to award without discussions or make no award at all depending upon the quality and price reasonableness of offers received. An award, if any, will be made to the responsible offeror whose proposal conforms to the requirements of the synopsitation and represents the best value to the Government, price and other factors considered. Synopsitation FA8601-13-T-0280, is a Request for Proposal (RFP) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-69, 03 Sep 2013; Defense Federal Acquisition Regulation Supplement (DFARS) Publication Notice (DPN) 20130909, effective 09 Sep 2013; and Air Force Federal Acquisition Regulation Supplement (AFFARS) Air Force Acquisition Circular (AFAC) 2013-0827, effective 27 Aug 2013. The NAICS code for this acquisition is 811219 and the associated small business size standard is: $19 Million. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Period of Performance: 1 November 2013 - 31 October 2016 Place of Performance: Wright Patterson AFB Medical Center 4881 Sugar Maple Drive, Bldg 830, Area A Wright-Patterson AFB, OH 45433 FOB: Destination (As defined in FAR 2.101-Definitions, the seller or consignor is responsible for the cost of shipping and risk of loss.) INSPECTION AND ACCEPTANCE: Both inspection and acceptance will be by the Government at Destination. The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. Government-issued identification includes, but is not limited to, the common access card (CAC), vehicle stickers, medical center badges, and badges required for entry into buildings or secured areas of the base. It is the Contractor's responsibility to ensure all Government-issued identification is safeguarded from theft or misuse as well as returned to the Government upon expiration or termination of the contract or order. Contractors shall follow these instructions at the end of each option year, if applicable, regardless of the decision to exercise the next option. RETURNING GOVERNMENT-ISSUED IDENTIFICATION 1. The Contractor's Contract Manager (or Program Manager) shall be responsible for collecting all Government-issued identification. 2. The Contractor shall contact Security Forces at (937) 257-6506 to schedule an appointment for identification return. All identification for this contract or order shall be returned during this appointment with minimal exception. 3. Upon return of all identification Security Forces will provide the Contractor with a letter verifying receipt of identification. This letter will identify any badges that were not returned. 4. Medical center badges shall be returned to the medical center staff. The Contractor shall obtain a letter of receipt from the medical center staff. 5. Final invoices will not be paid until letters of receipt are received by the acceptor identified in this contract or order. 6. The Government may withhold monetary consideration from the final invoice for identification(s) that are not returned. 7. The Government reserves the right to consider the Contractor's history of returning Government-issued identification when evaluating past performance and responsibility for future awards. Failure to return Government-issued identification may result in ineligibility for future contract awards if the contractor is barred from the base. (End) Attachments: 1.
