Description
Mission Installation Contracting Command (MICC) - Ft. Knox, intends to issue a Request for Quotations (RFQ) for kitchen cleaning services for DPW, Fort Knox, KY. This requirement will be solicited 100% small business set-aside. A firm fixed price requirements type contract will be awarded. NAICS 561790 (Size Standard: $7,000,000.00) applies to this procurement. The RFQ will be posted to the Federal Business Opportunities website at http://www.fbo.gov on or about October 2, 2013 with offers due on or about October 18, 2013. These dates are subject to change. All amendments to the solicitation will be likewise posted on this website. Contractors are cautioned to check the website periodically for amendments. Solicitation mailing list will not be compiled and the RFQ and amendments will not be sent out in paper copy. All documentation can and must be downloaded from the website above. Anticipated award date will be on or about 24 October 2013. All contractors must be registered in the System for Award Management (SAM). Contractors can register online at https://www.sam.gov. Offeror's SAM registration must be active in order to be eligible for award. Offers containing a name and address different from that registered in SAM may be deemed ineligible for award. Faxed offers or amendments will not be accepted. All offers must be submitted in writing to Dorothy McCormick via email at Dorothy.r.McCormick.civ@mail.mil, submitted through the Federal Business Opportunities website or site that notice was received from. All questions must be submitted, no later than 15 October 2013 at 1:00 PM EST, in writing to Dorothy McCormick via email at Dorothy.r.McCormick.civ@mail.mil. GENERAL REQUIREMENTS 1.1 Scope of Work: The contractor shall furnish all necessary labor, supervision, materials, and equipment to clean kitchen exhaust systems in miscellaneous buildings at Fort Knox, Kentucky. 1.2 Location: 1.2.1 The Fort Knox Military Reservation is located approximately 30 miles south of Louisville, Kentucky, on US Highway 31W. 1.3 Project Manager: The contractor shall provide a Project Manager to be present on site during operating hours. The Project Manager shall be given full authority to make binding agreements for the contractor, sign contractual modifications, and act as the central point of contact with the government. When the Project Manager is not present, the contractor shall designate an individual to act for the Project Manager, with the same authority. The contractor shall submit the names, addresses, and phone numbers of the Project Manager and his alternate in writing to the Contracting Officer upon contract award and prior to implementation of any change. SPECIFIC TASKS 5.1 Cleaning of Exhaust Systems: The contractor shall: 5.1.1 Clean kitchen exhaust system(s). Kitchen exhaust system is defined to include ducts, screens, fan wheels, fan scrolls, plenums, rain hoods, dampers, housings, and any other part(s) of the exhaust system with which air comes in contact. 5.1.2 All grease, dust, lint, and other foreign matter shall be removed from all parts of each exhaust system. Exhaust system shall be accepted as quote mark clean quote mark when it meets the following criteria: has quote mark like new quote mark appearance, exclusive of rust or similar markings. 5.2 The contractor shall perform work in accordance with the following general method of cleaning exhaust systems: 5.2.1 Cleaning shall be accomplished by vacuum, scrapers, brushes, rags, swabs, and washing. Use of other methods of ductwork cleaning require prior approval of the Contractor Officer, or his duly appointed representative. Generally, any method that will accomplish desired results, is safe, and will not damage the building or property therein will be acceptable. 5.2.2 Use of detergent, solvent decarbonizer, or other cleaning agents that have flammable, combustible, or explosive properties, or toxic vapors or gases, will not be allowed. 5.2.3 Fans shall be removed, cleaned, and replaced without damage to the fan wheel. Particular attention shall be directed to prevent the wheel from becoming unbalanced through loss of balancing weight or by bending during the cleaning operation. 5.2.4 Electrical appliances for use inside ducts shall be explosion-proof, in conformance with the National Electrical Code, and shall be so marked. Scrapers or other tools used inside ducts shall be non-ferrous. 5.3 The contractor shall provide drop cloths, covers, shields, and other protection equipment required to protect buildings and furnishings from liquid spatters, grease, and other damage during the cleaning operation. The contractor shall carefully move and reposition equipment that may interfere with the performance of work. 5.4 Safety and Accident Protection: The contractor shall: 5.4.1 Comply with applicable sections of the U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1, for worker safety, workplace safety, accident prevention, and reporting of accidents and/or injuries. 5.4.2 Take all reasonable steps and precautions to prevent accidents and preserve the lives and health of contractor and government personnel performing or coming in contact with performance of this contract. 5.4.3 Take such additional immediate precautions as the Contracting Officer may reasonably require for safety and accident prevention purposes. 5.4.4 The Installation Safety Officer will be responsible for monitoring the contractor in the area of safety and accident prevention. 5.4.5 The government will be held harmless by the contractor for any accident, misuse, or mishandling of approved chemicals. 5.5 Clean work sites: The contractor shall leave all work areas in a clean and usable condition at the end of each night's work. Ladders and other equipment shall be removed from the work site and stored in an approved location. Dust and other foreign matter removed from exhaust systems, along with all contractor waste and debris, shall be removed from the site by the contractor and disposed of in an approved manner.
