- Action Code: Notice of Sole Source Action Date Posted: September 16th Year: 2013 Contracting Office ZIP Code: 20228 Classification Code: Mixed Mass Transit Systems Contracting Office Address: Bureau of Engraving and Printing (BEP) Office of Acquisition 14th & C Streets, SW Washington DC 20228 Subject: The Bureau of Engraving and Printing (BEP) has a requirement to establish a contract to obtain transit products (e.g. tokens, vouchers, etc.), specifically, SmartBenefits, to support the BEP's Public Transportation Incentive (PTI) Program. Reference - BEP Circular No. 70-01.3, "Employee Public Transportation Incentive Program", dated September 13, 2004 The BEP is providing these transit products in accordance with the Department of the Treasury's Treasury Directive 74-10, which requires its organizations to provide employees an incentive to use public transportation, which in this case is the Washington Metropolitan Area Transit Authority's (WMATA) Metrorail and Metrobus transit system, as well as the other authorized transportation providers within the Washington Metropolitan Area. The intent of this directive is to encourage the use of public transportation systems by Department of the Treasury employees to reduce traffic congestion, energy consumption, and vehicular pollution. Overall, the BEP's PTI subsidizes a portion (currently set by law at a maximum of $240.00 U.S. Dollars) of an employee's transportation costs if they use public transportation. THIS IS NOT A SOLICITATION; this is a notice of the BEP's intent to award a sole source contract to WMATA for the purpose of providing SmartBenefits to support the BEP's Public Transportation Incentive (PTI) Program.
