Description
SYNOPSIS Solicitation: HSCGG1-14-R-PXL001 Project Serial Number (PSN): 5522706 The United States Coast Guard, Civil Engineering Unit - Providence, has a construction requirement for major exterior repairs on multiple structures at Boston Light on Little Brewster Island, MA. This is an FY14 project, subject to the availability of funds. This acquisition is a total small business set-aside. NAICS code is 236220 - Commercial and Institutional Building Construction, with small business size standard of $33.5M. The Contracting Office is the USCG, CEU-Providence, located at 475 Kilvert Street, Suite 100, Warwick, RI 02886. Solicitation release date: 24 September 2013 Site visit rescheduled for 3 Oct, leaving USCG Station Point Allerton (Hull, MA) at 0900. Visit is pending weather, emergency operations. If attending, notify David Feit (@ David.Feit@uscg.mil ) of the number of people in your party. IN THE EVENT OF A GOVERNMENT SHUTDOWN, the site visit will still proceed as scheduled (weather- and emergency operations- permitting). However, neither a Government contract specialist nor a Government construction project manager or designer (i.e. technical resource) will be present at the visit. Therefore, all questions, comments or RFIs must be submitted in writing to the contract specialist (David Feit, at David.Feit@uscg.mil ) as soon as possible, but no later than the questions due date, 15 Oct. Questions/Comments/RFIs should be as detailed as possible and should included photos/sketches as necessary. Proposal due date: 25 October 2013 Magnitude of Project: between $500,000 and $1,000,000 Base Scope of Work The contractor shall provide all labor, materials, equipment, supervision, transportation and disposal necessary to effect the following and incidental related work. Boathouse : The work includes removing existing wood shingle roofing, providing new wood shingle roofing, new copper flashing, exterior painting, and replacing a damaged wood sash with a new single glazed wood sash. Oil House : The work includes painting and repairing the cupola, replacing eave and rake trim with new flat trim and molding, repointing the north façade, and exterior painting. Dwelling (now Station Building): The work includes the following items: a. Removing existing wood shingle roofing and providing new wood shingle roofing and new copper flashing b. Provide new copper flashing at the chimney c. Removing existing roofing and siding at dormer, and providing new wood shingle roofing, new siding, new flashing and new trim d. Removing existing double hung, awning, and basement windows, and providing new impact-resistant aluminum clad wood windows with simulated divided lites, with new trim and associated patching e. Removing existing fixed wood sash at the enclosed porch, and providing new fixed wood sash with divided lites. Trim and carpentry work is also included f. Removing rusted post bases (10) at the ramp, and providing new stainless steel post bases, along with associated carpentry and concrete work g. Repointing masonry at the basement walls, and repairing the foundation h. Removing (2) existing doors and frames, and providing (2) new commercial grade flush fiberglass reinforced plastic doors, frames, with integrally colored door faces and frames and new stainless steel hardware i. Exterior painting j. At the porch, replacing 12 square feet of tongue and groove panels, and 16 linear feet of 2x3 framing k. At the roof, replacing 220 square feet of3/4" thick wood board decking Emergency Generator Building (Former Fog Signal Building): the work includes the following items: a. Removing existing wood shingle roofing and providing new wood shingle roofing b. Repointing and rebuilding existing brickwork, and providing new granite lintels c. Repairing the foundation d. Removing (3) existing double hung windows, and providing new impact-resistant aluminum clad wood windows with simulated divided lites, with new trim e. At the gable, removing existing wood shingle siding and providing new wood shingle siding f. Removing existing rake trim, wood gutters, and molding, and providing new rake trim, wood gutters, new moldings and new trim g. Providing new copper downspouts with transition sections and elbows h. Removing a pair of existing doors, and providing a pair of new commercial grade flush fiberglass reinforced plastic door with louvers, frame, with integrally colored door faces and frames and new stainless steel hardware i. Exterior painting of masonry, (1) window and trim j. At the roof, replacing 400 square feet of 3/4" thick wood board decking Lighthouse : The work includes the following items: a. Removing existing wood shingle roofing and providing new wood shingle roofing at the entry vestibule b. Repointing at the tower c. Painting and repairs at existing ironwork and metalwork, including the interior spiral stairway, ladders, doors, decks, windows, railings and the interior and exterior of the cupola. d.
