Description
Building 101 Electrical Upgrades (Excel Spreadsheet) This announcement is a Sources Sought Announcement (SSA). It is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The specific purpose of this SSA is to determine if there are any small businesses, within the parameters identified herein, that are able to provide the services identified below. It is important to note that in accordance with Federal Acquisition Regulation 52.219-14 Limitations on Subcontracting, the prime contractor is required to perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees. Based on capability statement received in response to this SSA, a set-aside decision may be made. All small business organizations (SB, SDB, 8(a), WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to respond to this notice. This requirement is assigned a NAICS code of 238210, with a small business size standard of $14.0M. After the deadline of this sources sought, the Government will evaluate all submittals against the project's minimum requirements and, accordingly, may conduct a formal competitive procurement solicitation to award a single procurement and construction contract. Brief Statement Of Work: Background • Building 101 built in early sixties. It is an eleven-story high building. It houses Administration offices, Classrooms, Exhibits and Conference Facilities. Over the years, power usage has grown due to Computers and other office equipment. • NIST has taken Electrical load readings for Main feeder and various panels. Reading shows Building Main switchgear located in Room A16 has enough capacity but the electrical services for individual floor panels serving two thru eleven floors lack sufficient capacity. • NIST has decided to upgrade electrical services for two thru eleven floors. Contractor shall provide on each floor a new 100A/3P, 120/208v, 42 Space panel board in addition to existing. Construction Scope of Work The Construction contractor shall provide all the necessary services, including labor and materials for the following: 1. Upgrade Mechanical, Electrical and Plumbing systems as shown on contract plans and specifications. 2. Furnish all labor, materials, appliances, tools, equipment, testing and services required to install operational electrical and mechanical systems. 3. Construction services to meet the requirements of applicable latest NEC, IBC, NFPA, Local codes and authority having jurisdiction. 4. All material used for construction shall be new and listed by appropriate authority. 5. Field verify the allocated space before ordering of equipment. 6. Make sure all materials at site before starting of construction work. 7. Submit coordinated construction phasing plan with other discipline for approval before starting the work. 8. Core drilling for conduit run during weekend and Holidays. 9. X-Ray slab in the area of penetration prior to core drill and coordinate with equipment in ceiling space below to check for constructions. 10. Install panels and associated work before and after office hours. 11. Furnish test reports. 12. Furnish construction schedule. 13. Provide as built plans. 14. Attend and furnish meeting minutes. Requirements for Responding to this SSA: In five (5) pages or less, an interested capable construction service contractor shall respond to this SSA by submitting a Capability Statement. At a minimum, the statement shall include the following: 1) Company name and address, a contact person's name, telephone number, and email address and, if available, company website URL. 2) Company Size and Type (please specify as either-Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), Hub Zone Small Business) or other. 3) Identify whether you are interested in this acquisition as a prime contractor or a subcontractor. 4) Current EMR ratings furnished by their surety company. EMR shall be less than 1.0. 5) Statement of Responder Qualifications. The Responder shall provide narrative to illustrate the ability to provide all labor and material necessary to perform the requirement described above in the Brief Statement of Work. 6) Statement of Bonding Capacity. Additionally, the attached Excel spreadsheet shall be completed for use in the evaluation of numbers 1, 2, 3, and 4 above and be submitted via email with the response. All responses shall be sent to timothy.karol@nist.gov by October 10, 2013 @ 2:00pm eastern with the following subject line "SSA: Building 101 Electrical Upgades".
