The associated North American Industrial Classification System (NAICS) code for this procurement is 326130 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-09-26 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Fort Campbell, KY 42223 The MICC Fort Campbell requires the following items, Brand Name or Equal, to the following: LI 001: FRP Full Panel, MFG: GFI, P/N: FRP-F-216-80-6 or equal, 14, EA; LI 002: FRP Half Panel, MFG: GFI, P/N: FRP-FH-104-80-6 or equal, 12, EA; LI 003: FRP Full Anchor,MFG: GFI, P/N:Panel FRP-FA-216-24-6 or equal, 8, EA; LI 004: FRP Half Anchor Panel, MFG: GFI,P/N: FRP-HA-104-24-6 or equal, 4, EA; LI 005: Upper Bushing,MFG: GFI, P/N:FRP-U-1003,or equal, 300, EA; LI 006: Anchor Bushing, MFG: GFI,P/N: FRP-A-1001,or equal, 240, EA; LI 007: Tri-Talon Anchor, MFG: GFI,P/N: FRP-TA-1015, or equal, 120, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Fort Campbell intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Fort Campbell is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. No used, re-furbished, or gray market equipment will be accepted, new equipment only. The Buyer is allowing Sellers to submit bids for alternate products as long as the bid specification 'Brand Name or Equal' the requested specification. Sellers MUST enter exactly what they are bidding (including make, model, and description) into the blank description field in order for the bid to be considered. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Contract provision 52.211-6, Brand Name or Equal, is incorporated as part of this solicitation. If offeror is providing other than the brand name requested, descriptive literature must be included. This can include illustrations or drawings. This information must be provided no later than the closing date of the solicitation. If an equal is provided, descriptive literature must be included as requested, or the offer will not be considered. The Contracting Officer is not responsible for locating or obtaining information not identified in the offer. Sellers understand that FedBid ranks all Bids by price; however, pursuant to applicable acquisition regulations and/or departmental guidelines, Buyers may use criteria other than price to evaluate offers.Accordingly, please note that, unless otherwise specified in the Buy Terms, below, to the extent required by applicable regulations and/or guidelines, award will be made to the responsible Seller whose offer conforming to the solicitation will be most advantageous to the Buyer on the basis of price, technical capability, delivery, and past performance. Award will be made to the lowest priced technically acceptable offer. Evaluation factors will be Price and Technical Acceptability. In order to be technically acceptable, the offeror must meet the salient characteristics, provoide production methodology and certification documentation of approved products by US Army Engineer Research and Development Center.
