- Description
- The Space and Missile Systems Center (SMC) Military Satellite Communications Systems (MILSATCOM) Directorate intends to issue an extension to Communications Analysis, Systems Integration, and Engineering Services (CASIES) Bridge Contract. The CASIES Bridge Contract Extension will be issued to the incumbent contractor, LinQuest Corporation, 5140 Goldleaf Circle, Los Angeles CA, 90056-1299 under the authority of Federal Acquisition Regulation (FAR) Part 6.302-1 (a)(2)(iii)(B). It will prevent a lapse in service until the new Task Order under the SMC Acquisition and Financial Support (SAFS) Services contract is competitively awarded. The purpose of this action is to solicit and negotiate a 6 month extension to the CASIES Bridge Contract to continue limited Advisory and Assistance Services (A&AS) support to meet MILSATCOM mission needs 7 DAG FTEs located at Los Angeles Air Force Base and 1 CCSC-BSOC FTE located at Vandenberg Air Force Base. The Contractor will write, staff, and monitor responses to inquiries from multiple levels in and out of the Government including mainstream, scientific and engineering, government related media, PEO, Office of the Secretary of the Air Force, Office of the Secretary of Defense, U.S. Government executive offices, Congress, International Partners and the General Accountability Office (GAO). The Contractor will be providing SMC/MC with A&AS support in the creation and staffing of program documentation for acquisition decision making and reporting, responses to inquiries, management of program office processes, and support to planning and executing contracting actions for current and future systems in MC. The Contractor will provide A&AS support between the programs and the program-related aspects of MC activities including: Milstar Program, NSA cryptographic and key products development programs, legacy Air Force cryptographic programs, Lincoln Labs activities and programs, Evolved Expendable Launch Vehicle (EELV) and Launch Base Activation, Air Force Terminals, Army Terminals, and Navy Terminals located at Los Angeles Air Force Base (7-FTE). The Contractor will also provide support to the back-up Command and Control System -Consolidated (CCS-C) system located at Vandenberg Air Force Base (1-FTE) This notice is for information purposes only; it does not constitute a Request for Proposal. The Government will not recognize any cost associated with submission of information in response to this or previous notices. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement (not to exceed 15 pages in length (a page is defined as 8.5 inch x 11 inch sheet, using 11 point Times New Roman font with 1 inch Top, Bottom and Side Borders)) which shall be considered by the agency. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within discretion of the Government. In addition, responses from qualified small and small disadvantaged businesses are encouraged. The size standard for NAICS 541712 is 1,000 employees.
