UPDATE 01 OCTOBER 2013 - THE BELOW REVISION PROVIDES INFORMATION AND REGISTRATION DIRECTIONS FOR THE COMMAND, CONTROL, COMMUNICATIONS, COMPUTERS, AND INTELLIGENCE (C4I) INTEGRATED INTERNATIONAL SOLUTIONS (CIIS) INDUSTRY DAY Due to a lapse in Federal funding, Space and Naval Warfare Systems Command (SPAWAR) employees have been furloughed. Due to this, the Industry Day for the upcoming Command, Control, Communications, Computers, and Intelligence (C4I) Integrated International Solutions (CIIS) requirement is cancelled. If the Industry Day is rescheduled, details will be provided in this same forum. *************************************************************** UPDATE 18 SEPTEMBER 2013 - THE BELOW REVISION PROVIDES INFORMATION AND REGISTRATION DIRECTIONS FOR THE COMMAND, CONTROL, COMMUNICATIONS, COMPUTERS, AND INTELLIGENCE (C4I) INTEGRATED INTERNATIONAL SOLUTIONS (CIIS) INDUSTRY DAY The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the Program Executive Office (PEO) Command, Control, Communications, Computers and Intelligence (C4I) International C4I Integration Program Office (PMW 740), will be issuing a Competitive Small Business Set-Aside (NAICS Code 541330) Request for Proposal (RFP) for the Command, Control, Communications, Computers, and Intelligence (C4I) Integrated International Solutions (CIIS) requirement. This effort will consist of design, procurement, and installation of C4I systems in various countries, such as, but not limited to: Republic of the Philippines, Republic of Iraq, Kingdom of Bahrain, Brazil, Maldives, Seychelles, and various African and Western Pacific countries. This CIIS effort will be a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract. A draft Statement of Work (SOW) has previously been provided. A draft of RFP Sections L and M will be provided within the next ten (10) business days. It is anticipated that the final RFP will be issued in 1st quarter FY14 with award within six (6) months of RFP release. This notice is serving as an announcement to industry that an Industry Day/Pre- Proposal Conference will be held in San Diego, CA, on Wednesday, October 9, 2013, at the Booz Allen Hamilton (BAH) facility located at 1615 Murray Canyon Road, San Diego, CA 92108. Proceed to the 8th floor for check-in. The conference will be held from 7:30 a.m. until 12:00 p.m. (PDT). Check-in will be from 7:30 a.m. - 7:55 a.m. The Conference will begin promptly at 8:00 a.m. The purpose of this Industry Day/Pre-Proposal Conference is to discuss the proposal format and to address questions on the contracting strategies being utilized by the Government. All questions must be submitted in writing before COB 25 SEP 2013 to carla.brown@navy.mil and rachel.jimenez1@navy.mil. There will also be the opportunity for attendees to ask questions and provide comments in an open forum; these questions/comments will be addressed, if possible. THERE WILL BE NO ONE-ON-ONE SESSIONS FOLLOWING THE GOVERNMENT PRESENTATION. No cameras, tape recorders, or other reproduction devices are allowed during this meeting. All submitted questions and answers will be made publicly available on the SPAWAR E-Commerce Central website (http://e- commerce.spawar.navy.mil) following the Pre-Proposal Conference. This Industry Day/Pre-Proposal Conference will not be accessible through either Video Teleconferencing (VTC) or any other teleconferencing means. Due to space limitations, attendance is limited to two (2) representatives per small business contractor. One (1) of these two (2) attendees may be a representative from another firm, at the small business's discretion. All participants MUST RSVP to Ms. Carla Brown at carla.brown@navy.mil and Ms. Rachel Jimenez at rachel.jimenez1@navy.mil by COB 02 OCT 2013. Interested parties who do not RSVP and receive a registration confirmation will NOT be allowed to attend. The registration request must be submitted by the small- business attendee and consist of the following: (a) Full legal first and last name of representative(s) planning to attend (must be U.S. citizen and the request must include a statement that attendee is a U.S. citizen); (b) Company Name for each representative; (c) Representative(s) official title/affiliation; (d) Representative(s) email address; and (e) Representative(s) direct phone number. All participants will be required to check in prior to the Industry Day/Pre- Proposal Conference and sign the BAH visitor log. Attendees will be required to show government picture identification (e.g., state driver's license, military ID, SPAWAR badge, passports) at check-in. If any changes need to be made to individual participant attendance, please email Ms. Brown and Ms. Jimenez to update registration information accordingly. This effort will consist of design, procurement, and installation of C4I systems in various foreign nations, such as, but not limited to: Republic of the Philippines, Republic of Iraq, Kingdom of Bahrain, Brazil, Maldives, Seychelles, and various African and Western Pacific countries. The required effort includes the utilization of Commercial Off The Shelf (COTS) and Government Furnished Equipment (GFE) to satisfy the unique C4I requirements of individual Security Cooperation partner nations. Contractors will be required to design, procure, integrate, test, field, and support the C4I systems. Although this is not an all- inclusive list, the COTS/GFE typically delivered/integrated may consist of sensors, communications equipment, towers, and small shelters. In some cases, minor construction may be required. This effort will often involve working in austere conditions in countries that may not have an established infrastructure that can be leveraged during performance of this effort. This CIIS requirement includes efforts covered under the current multiple award Maritime Surveillance Systems (MSS) Indefinite Delivery Indefinite Quantity (IDIQ) contracts awarded in September 2008. The incumbents to the September 2008 MSS award are: N00039-08-D-0010 C4 Planning Solutions LLC N00039-08-D-0011 Cambridge Communication Systems, Inc. N00039-08-D-0012 Forward Slope, Inc. N00039-08-D-0013 Management Services Group, Inc. This CIIS effort will be a multiple award IDIQ contract. Details on the IDIQ and initial Delivery Order(s) (DO(s)) will be provided in a future update to this release. A draft IDIQ Statement of Work (SOW) is provided for your information. A draft of RFP Sections L and M will be provided in the mid- to late-June 2013 timeframe. It is anticipated that the final RFP will be issued in late 4th quarter FY13 with award within six (6) months of RFP release. It is SPAWAR's intention to hold an Industry Day/Pre-Proposal Conference with interested small business firms. This Industry Day/Pre-Proposal Conference will be held in San Diego, CA, during the July/August 2013 timeframe. Specifics on the date and location will be provided as soon as they are finalized. The purpose of this Industry Day/Pre-Proposal Conference is to discuss the requirements and the proposal format and to also address questions on the contracting strategies being utilized by the Government. All questions MUST be submitted in writing to carla.brown@navy.mil and rachel.jimenez1@navy.mil as soon as possible but no later than COB 18 June 2013. There will also be the opportunity for contractors to ask questions and provide comments in an open forum during the Industry Day/Pre-Proposal Conference; these questions/comments will be addressed by the Government to the degree possible. THERE WILL BE NO ONE-ON-ONE SESSIONS FOLLOWING THE GOVERNMENT PRESENTATION. No cameras, tape recorders, or other reproduction devices are allowed during this meeting. All submitted questions and answers will be made publicly available on the SPAWAR E-Commerce Central website (http://e- commerce.spawar.navy.mil) following the Industry Day/Pre-Proposal Conference.
