- N61340-13-R-1049 UPDATE 2: Solicitation Number N61340-13-R-1049 is attached to this announcement as a zip file. Any attachments not provided with this notice are available upon an e-mail request to the Contract Specialist identified in the solicitation. UPDATE 1: This update provides the following files: (1) Q&A Form, (2) Q&A Log, and (3) DRAFT RFP comprised only of Sections B-K. Note that Item 1, the Q&A Form, is the requisite tool for communicating to the prescribed contacts any questions regarding this matter. Item 2, the Q&A Log, publishes for review those questions that have been answered by the Government. Item 3 provides a Draft of the pending RFP that includes only Sections B-K. ORIGINAL POSTING: This is notice that the Naval Air Warfare Center, Training Systems Division (NAWCTSD) intends to solicit proposals for a potential contract award. The underlying subject-matter is the project identified as 'H-53E Enhanced Aircrew Externals Trainers Device 2H162, 2H164-1, and 2H164-2' (Project). This Project primarily requires the production and delivery of three H-53E Enhanced Aircrew Externals Trainers (EAETs). As the name suggests, EAETs provide a platform for aircrew training on procedures and communications in H-53E day and night external cargo operations. There are different arrangements that apply for the three EAETs that will result from this Project. Two of them are for the United States (US) Marine Corps. These two EAETs have delivery dates set to occur, respectively, at fifteen and seventeen months after the contract award. The Marine Corps installations that will receive them are Marine Corps Air Station (MCAS) New River, North Carolina, and MCAS Miramar, California. One of the EAETs, an option requirement, is for the US Navy. This one has a prescribed delivery date of twenty-four months after the contract award. The Navy installation that will house this EAET is Naval Station (NS) Norfolk. The impending contract action will be competed pursuant to FAR 19.502-2, Total Small Business Set-Asides. As such, FAR Clauses 52.219-6 and 52.219-14 will apply. Still, all responsible sources may submit a bid, proposal, or quotation (as applicable) which shall be considered by the agency. This notice is intended to satisfy the requirement at FAR 5.204, Presolicitation Notices. When a solicitation is made available, a subsequent notice will be provided as required at FAR 5.201, making the solicitation available pursuant to FAR 5.102. Please recognize that this notice is not itself a request for proposals (RFP) concerning a competition acquisition; it serves only to raise awareness of a possible contracting opportunity that stands imminent.
