Description
THIS IS A SOURCES SOUGHT NOTICE ONLY FOR IDENTIFYING SUPPLIERS for manufacturing two Complex USPS Label Products (fan-folded and continuous roll). This is not a solicitation announcement for quotations, proposals or bids and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. No telephone calls requesting a solicitation will be accepted or acknowledged. There is no solicitation available at this time. The purpose of this sources sought synopsis is to identify potential sources interested and capability of providing complex label products for USPS. Complexly is defined by the following high-level elements: Fluorescent Taggant Stripe (Fluorescent emission intensity of 25-50 PMU, fluorescent tagging shall have a peak emission wavelength in the region 600 - 620 nm and excitation wavelength in the long wavelength UV band), Black Timing Marks on back of liner, Timing Marks align with edge of each glue zone (alignment tolerance - +/-.02) tight tolerance on Glue Zones on back side of Liner, media element can include hardeners, antistatic coating, seasonal pre-printed image, fan-folded product are packaged in a specialized custom inner carton, and supplier must meet the USPS packaging and labeling requirements. These labels will be applied to a variety of mail type substrates in the form of letter mail, flat mail, or package mail. Potential sources are considered potential qualified businesses, relative to the North American Industry Classification Code (NAICS) 322222, Coated and Laminated Paper Manufacturing and NAICS. Emptoris is an eSourcing solution tool that automates, standardizes, and streamlines the sourcing of supplies, services, equipment, transportation, and facilities. All suppliers interested in doing business with the U.S. Postal Service must register in Emptoris. Suppliers can access the eRFx registration module at https://uspsesourcing.emptoris.com. Simply click on the "Register Supplier Organization" hyperlink, and follow the instructions and prompts to complete the registration process. You will need a DUNS (Dun & Bradstreet) number and NAICS (North American Industry Classification System) code to register in the USPS sourcing system. Registered organizations will receive log-in credentials to the USPS eSourcing application. Emptoris requires that you have a Dun & Bradstreet Number. In reality, the NAICS codes are 6-digits. You may add as many NAICS codes as are relevant for your business. The following are the basic criteria, among other criteria, the USPS will consider in pre-qualifying potential suppliers. 1) New supplier will perform prequalification event that demonstrates their world-class production, proven history on research and development capabilities, quality reporting and controls, and established just-in-time inventory system capabilities sufficient to meet the Postal Service requirements in the production of these two pressure sensitive labels. 2) The supplier must have the resources to perform manufacturing and product testing to uphold the quality and meet the USPS specification requirements. 3) The supplier must have the ability to meet contract start dates and phase-in (implementation) and delivery timelines. 4) The supplier must use a documented and acceptable quality management system to monitor and measure its performance against contract requirements. 5) The supplier must have a demonstrated record of forecasting accuracy, continuous improvement, innovation, containing/reducing costs, and a customer-centric focus. Registered suppliers in Emptoris will be eligible to be prequalified for future Postal Service Printing Service requirements.
