- Market Survey for: Cartridge, 105mm: Illuminating, M314A3 Visible Light (VL) and Cartridge, 105mm: Illuminating, M1064 Infrared (IR) The US Army Contracting Command - Rock Island, IL, on behalf of the Office of the Project Manager for Combat Ammunition Systems (OPM CAS), Picatinny Arsenal, NJ, is conducting a Market Survey to identify potential sources that are capable of supplying the following items: Cartridge, 105mm: Illuminating, M314A3 Visible Light (VL); NSN: 1315-01-527-4400 Cartridge, 105mm: Illuminating, M1064 Infrared (IR); NSN: 1315-01-562-3730 The 105mm M314A3 and M1064 are identical illuminating cartridges differing only in the performance of their Illuminating Candles. While the M314A3 utilizes a visible light illumination composition, the M1064 provides enhanced night time performance by using an infrared composition. Both cartridges are fired with the M762 series Electronic Time Fuze from the M119 series Howitzer. They are a ballistic match to one another and use the same firing solutions. The United States Government (USG) anticipates using a best value strategy to award a single Firm Fixed Price Indefinite Delivery Indefinite Quantity type contract with five one-year ordering periods with multiple ordering range quantities. The expected period of performance is FY 2015 through FY 2019. The USG expects to restrict this effort to the National Technology Industrial Base. The contractor will be responsible for M314A3/M1064 Cartridge production to include Load, Assemble and Pack; quality control, component acquisition; integration and testing; storing; and shipping each cartridge. Respondents shall have the capability to build a combined quantity of 7,000 (M314A3 and/or M1064) cartridges per ordering period. The respondent shall be responsible for providing M314A3 and M1064 Illuminating Cartridges to the USG in accordance with Combination of Adopted Items drawing 13010082 and 13021503 respectively. The USG will provide as Government Furnished Material: the 105mm M14 Cartridge Case (7548409), Candle Assembly (13009272), and Candle Assembly (13020795) as noted on drawing 9206821 (Cartridge, 105mm: Illuminating M314A3) and 13020797 (Cartridge, 105mm, Infrared Illuminating M1064). A Technical Data Package will not be available until a formal solicitation is announced; however these drawings may be obtained by submitting a signed and completed Non-Disclosure Agreement Form 1350 and a valid DD2345. These documents may be obtained via e-mail by sending a request electronically to the Point of Contact (POC) listed below. Interested respondents should provide the USG with the following information about themselves and their primary subcontractors: a)Summary of capabilities, description of facilities and equipment relevant to 105mm Artillery munitions production. b)Description of Quality Management System. c)Past experience on 105mm Artillery munitions, to include component testing, integration and coordination of necessary activities in support of production. d)Estimated min/max monthly production rates. e)Ability to manage technical performance issues with end item and associated sub-assemblies. f)Whether the company is a Large or Small Business, and CAGE Code.
