- The U.S. Securities and Exchange Commission (SEC), Washington, DC intends to award a sole source contract to Thomson Reuters (Markets) LLC; 3 Times Square, New York, NY 10036-6564. The SEC requires information on credit ratings and credit watch updates information delivered by Thomson Reuters' Data Scope Fixed Income (DSFI) service to support ongoing market monitoring and market surveillance responsibilities. Current and prior credit ratings and credit watch assessments are important for the analysis of the production of credit ratings by ratings agencies, the use of credit ratings by rated entities and investors, and the understanding of the functioning of the credit rating industry. This will be a 5 year purchase order for a period of one (1) base period and four (4) one (1) year option periods with service beginning on November 1, 2013 as follows: Base Period - November 1, 2013 through October 31, 2014* Option Period I - November 1, 2014 through October 31, 2015* Option Period II - November 1, 2015 through October 31, 2016* Option Period III - November 1, 2016 through October 31, 2017* Option Period IV - November 1, 2017 through October 31, 2018* The service shall provide all credit ratings and credit watch updates provided by S&P, Moody's and Fitch, including historical data, for the following asset classes: 1) corporates 2) municipals and 3) asset-backed. The information shall be provided by electronic file download of flat text files in two deliveries: 1) a single one-time download of 15 years of historical data and 2) monthly updates. The product shall include the following data: • End of day pricing • Price and yield calculations • Data from key markets, worldwide • Security master data such as ˙ Terms & conditions ˙ Ratings ˙ Primary and secondary market identifiers ˙ Coupon history ˙ Redemption schedules The issue level information shall include, at minimum: • debt type • maturity • multiple market identifiers • issue credit rating The issuer level information shall include, at minimum: • domicile • region • primary SIC • market identifiers • issuer credit rating. The contract action is for services for which the Government intends to solicit and negotiate with only one sole source under the authority of FAR 6.302-1 and the Title 10 U.S.C. 2304 (c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Negotiation being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of statements, proposal, or quotations. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation or additional information will be made available with regard to this sole source notice.
