Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE The Naval Research Laboratory (NRL) intends to award a Sole Source contract to BAI, Inc. to furnish Continuation of Facility Support for Source Selection Review. STATEMENT OF WORK Provide facility support for source selection review. The classification of this review will not exceed SECRET. The facility is responsible for meeting all security requirements. The timeframe for this effort is approximately seven (7) months with exact dates to be determined at the time of award. The following bullets provide requirements to support this source selection: •· Support operating hours Monday-Friday 8:00am - 7:00pm (with the option to extend working hours during the week and to weekends on an as needed basis). •· Provide dedicated security, AIS and administrative personnel •· Provide means to ensure only properly cleared individuals have access (e.g. badges, security monitor, locks, in accordance with National Industrial Security Program Operating Manual (NISPOM) security requirements). •· Provide a closed computer network running Decision Point software with the capacity to host up to seventy-five (75) user accounts with up to twenty-five (25) users active at any particular time. Provide support for training and operation of the Decision Point software that shall be configured for the Surface Electronic Warfare Improvement Program ( SEWIP ) source selection. •· Provide secure (SECRET level) segregated areas, one for a cost review team (6 workstations) and one for a technical review team (10 workstations) •· Each workstation needs to be equipped with office equipment (desk or table, chair, computer) to support each team member and general office supplies. Each computer is connected to the server running the Decision Point Software. •· Provide three (3) Security containers for classified storage (SECRET), one for the cost evaluation area and two for the technical evaluation area. •· Provide a printer in each segregated area. •· Provide Telephone service and general office functionality in all office spaces. •· Provide a separate meeting room that seats up to six (6), with a single computer and projector to support briefings. •· Provide separate unclassified Internet access on a single computer in each segregated work or in a common area. The North American Industry Classification System (NAICS) code for this requirement is 541990 with the size standard of $14M. This purchase will be made under Simplified Acquisition Procedures (FAR) Part 13 and Other than Full and Open Competition as authorized by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of quotes or offers received in response to this notice. Vendors who feel that they can provide the above requirement may submit a quotation and technical capabilities, which if received within fifteen (15) calendar days of publication if this notices, shall be considered by NRL. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. The intent of this notice is for informational purposes only. No reimbursement for any cost connected with providing capability information will be provided.
