Description
THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the United States Air Force to identify potential repair sources for the Non-Structural repairs of the EZ33A cast magnesium housings utilizing the Cold Spray process IAW MIL-STD-3021, and to determine if this effort can be competitive or a small business set-aside. This is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement. The government does not intend to award a contract on the basis of this market research. No funds are available to fund the information solicited. The 422 nd Supply Chain Management Squadron located at Tinker Air Force Base is requesting information, pursuant to FAR PART 10, in support of Market Research to identify potential sources for the repair of the cast magnesium housings to reduce the number of housing condemnations. The government does not have the associated technical data for cast magnesium housing repair utilizing the Cold Spray process. The proposed North American Industry Classification Systems (NAICS) Code is 332812 which has a corresponding Size Standard of 500 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all businesses to include 8(a), small business and small disadvantaged business, Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The contractor shall be capable of furnishing all required labor, material, facilities and equipment to accomplish repair, inspection, preservation and packaging, and return to the government a completely serviceable housing. Contractor will be responsible for supply chain management, logistics, forecasting of parts, long-lead parts procurement, reparable forecasting, obsolescence issues and delivery of serviceable assets. The government requests that interested parties respond to this notice in writing including details of your ability to repair cast magnesium housings to include, as applicable, a copy of the OEM's repair manual (including disassembly, repair, inspection and an illustrated parts breakdown including part numbers) or an OEM licensee agreement certifying your business is approved by the OEM to repair housings of this type. The specific facility, material, and equipment requirements for this effort are found below. •- Detail or provide concept for a typical cold spray repair for cast magnesium housings with process flow and work breakdown structure. •- Include cold spray system to be used (repair powder(s) and cold spray process) •- Include specification of repair powder(s) to be used or developed for Non-Structural repair on EZ33A substrate. •- State if capable and willing to develop USAF repair source data and state what data has been developed and delivered for repair of magnesium cast housings for DoD customers. •- State if capable of generating a repair section profile (Any repair section profile shall be prepared for USAF review and approval, including the model and detail drawing in SolidWorks or IGES format) •- Provide cold spray equipment brand(s) and model(s), repair location(s), cold spray operating parameters available, and if capable of providing in-process tensile test coupons(samples) that meet Mil-Std-3021. •- List additional inspection processes available (Micro Etch, Visual, Ultrasonic, Radiographic, etc) •- List applicable Finish and Preparation Processes available (Prime and Paint, Post Machining, Abrasive Blasting, Conversion Coatings, Polishing, Grinding, Cleaning, Pre/Post Welding, Heat Treatment, Masking, etc) •- List applicable Machining Fixture, Tooling, and Production Aides for cold spray repair of cast magnesium housings and what finish tolerances (+/- dimensions) are available. •- Detail or provide concept to obtain capability to perform Non-Structural repair with bond strength on EZ33A substrate to exceed 4kPSI with 3% elongation of tensile test sample per Mil-Std-3021. •- Detail or provide concept for capability to insure Non-Structural repair shall not remove more than 20% of housing wall thickness. This SSS is issued solely for informational and planning purposes. USAF will adhere to a Non-Disclosure Agreement (NDA) if required.
