- Intent to award a sole source contract with LRP Publications, Special Ed Connection® to develop and deliver programming to help "level the playing field" for transitioning and K12 Special Education support for Navy associated students. Support includes providing information and training to Commanders, School Liaison Officers, Navy parents, and educators serving Navy communities. Specifically, education geared for parents so they can be their child's advocate in system navigation for special education. Synopsis: DESCRIPTION: This Nonappropriated Fund (NAF) contract is to provide specific and targeted training opportunities at authorized Navy locations world-wide to parents of military children served by Navy CYP and those serving Navy associated school-age children. The scope of work shall provide training to meet the needs of local Navy Commanders through the CYP. SCOPE: This Nonappropriated Fund (NAF) contract is to provide specific and targeted training opportunities at authorized Navy locations world-wide to parents of military children served by Navy CYP and those serving Navy associated school-age children. The scope of work shall provide training to meet the needs of local Navy Commanders through the CYP. CONTRACTOR REQUIREMENT: Contractor shall provide: Contractor shall provide and make available 24/7 Special Ed Connection access to their web site for qualified families for legally compliant references on special education. Contractor shall provide and make available on-line, current practical advice and guidance on compliance issues, as well as commentaries from special education and Section 504 experts. Contractor shall provide and make available on-line, current and updated information to include Federal Policy and Guidance, Stats and regulations, Current news and updates. Contractor shall provide and make available on-line, current and up to date legal summaries, and full-text cases and commentaries to qualified families for information purposes. Contractor shall provide and make available subject matters on their web site such as Section 504, Early Childhood, Behavior/Discipline, Specific Disabilities, etc. Contractor shall make available on-line to qualified families full Search Function to their Legal Research Center cases 24/7. This will include but not limit to Individuals with Disabilities Education Law Reports (IDELR), Early Childhood Law and Policy Reports (ECLPR) and the National Disability Law report (NDLR). Contractor shall make available marketing materials describing to Navy families the resources available on Special Education Connection and how to gain access. NOTE: No solicitation will be issued for this requirement. Interested organizations may submit the capability statements and qualification for this service for which then may be considered by the agency. this is a Notice of Intent, not a solicitation.
