Description
The U.S. Army Corps of Engineers, Savannah District intends to issue a contract for the rental of a barge to be used for soil sampling at Victory Pond, Fort Benning Georgia. This requirement will be issued as a 100% small business set aside under the NAICS Code 532411. The requirement is estimated to be valued at between $10,000.00 and $24,000.00. Specifications: A barge capable of holding a SPT, CPT or geoprobe rig that can operate in very shallow or deep water, has spuds for stability, can be towed behind a regular pick-up truck, can be launched from diverse terrain and has a center hole for drilling instead of over the side which is more dangerous in order to collect soil samples from the center of Victory Pond at Fort Benning, GA. Aluminum barge filled with foam that can draft 4 inches without load with a 10.5 foot by 24 foot deck, can travel up to 24 knots, weighs only 4000 pounds and can float a pay load of 15000 pounds with only a draft of 1 foot. This barge can be hauled by a regular pick-up truck and therefore requires no special permits. The barge is uniquely designed for use in small ponds, lakes, waterways and estuaries. The barge comes equipped with safety rails and winch spuds that help keep the barge in place while at work. It is expected that the contractor will launch, recover and transport the barge. Award will be made to the Offerors whose has the lowest price and technical submittal meets the specifications listed in the RFQ. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. This solicitation will be issued in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. This solicitation is anticipated to be available in October of 2013. NOTE: The Response Date referenced under General Information does not refer to the PROPOSAL DUE DATE. Information on the PROPOSAL DUE DATE will be stated in the solicitation. Offerors must register in the System for Award Management (SAM) database at www.sam.gov. After completing SAM, contractors and their subcontractors must register in the Federal Business Opportunities database at www.fbo.gov in order to download requirement documents. Contractors with existing FBO logins should be able to use their existing logins. In order to locate the solicitation, Contractors can go to FedBizOpps and search for the solicitation number at www.fbo.gov.
