- USMS-Central Station Alarm Monitoring RFI Sources Sought Synopsis Request for Information Central Station Alarm Monitoring United States Marshals Service Summary : This Request for Information (RFI) is for Market Research and planning purposes only and is not to be construed as a commitment by the Government. This is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation. Response to this RFI is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The purpose of this document is to identify potential sources, conduct market research, and develop a complete requirement. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and the Government's use of such information. Submittals will not be returned to the sender. Background : The USMS seeks sources that can provide all personnel, labor, equipment, supplies, tools, materials, supervision, and other items and services necessary to provide a central station alarm monitoring services for approximately 781 non-proprietary alarm communication panels. Work shall comply with commercial standards for central station alarm monitoring as well as all commercial, federal, state, and local requirements that may apply. The USMS maintains all rights to reconfigure alarm panels with no change to account status. The quantity of accounts is subject to change without notice and shall not affect the central station alarm monitoring monitor station agreement or monthly fee rate. This RFI is for planning and informational purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services The Government reserves the right to reject, in whole or in part, any contractor’s input resulting from this synopsis. Instructions : Draft Performance-Based Work Statement has been provided for review along with questions below for interested vendors. If interested, vendors shall submit a response in Microsoft Word or PDF Format. All information shall be UNCLASSIFIED material only. Any company proprietary information must be marked as such. Respondents shall include as part of their submission: 1. Company name, address, phone number; a point of contact with email address; Data Universal Numbering System (DUNS) Number; and small business status, if applicable, including status as a small disadvantaged business, 8(a) business, woman-owned small business, HUBZone small business, veteran-owned small business, and/or service disabled veteran-owned small business. 2. GSA contract number and schedule, if applicable. 3. Provide comments to the attached Draft Performance-Based Statement of Work and questions below: a. Is your company capable of pricing the requirement by alarm communication panel or is there another preferred method? b. Is your company willing to purchase a dedicated toll free telephone number for the USMS? If not, please explain. c. Is your company willing to purchase a dedicated alarm receiver/server for the USMS? d. Is your company under GSA Schedule 84? e. In account takeover situations, how does your company conduct testing and acceptance for remote monitoring services? f. Does your company use proprietary or commercial off the shelf equipment and products for alarm monitoring services? Interested parties should submit a capability statement in response to this RFI by email no later than 4:00pm, EST, Thursday, October 17, 2013 to Lauren Buchanan, Contract Specialist at lauren.buchanan@usdoj.gov.
