- SYNOPSIS This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division plans issue a non-commercial Cost Plus Fixed Fee (CPFF) Job Order (JO) against Basic Ordering Agreement (BOA) N00164-13-G-WM01 with Exelis Inc., 77 River Road, Clifton NJ 07014 for the procurement of Engineering Support Services (ESS) in support of the Mounted Counter Radio-Controlled Improvised Explosive Device Electronic Warfare (CREW) 2.1 AN/VLQ-13(V)1 and AN/VLQ-13(V)2, otherwise known as CVRJ (CREW Vehicle Receiver/Jammer). This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1. Exelis, Inc. is the original equipment manufacturer of this product and has proprietary rights. Interested parties may submit their interest prior to the closing date.
