- Request for Information/ Source Sought Public Records Database Department of Veterans Affairs Philadelphia Regional Office and Insurance Center This Sources Sought / Request for information released pursuant to FAR Part 15.201(e), Exchanges with Industry. The Veterans Benefits Administration Eastern Area Contracting Team is issuing this combination Sources Sought Notice / Request for Information. The objective is to gain information on industries ability to provide subscription services for public records database, for the Department of Veteran Affairs Philadelphia Regional Office and Insurance Center, 5000 Wissahickon Avenue, Philadelphia, PA 19144. This is to facilitate the Contracting Officer's review of the market base, for acquisition planning, size determination, and procurement strategy. This Sources Sought/RFI notice provides an opportunity for respondents to submit their notice of ability, ask any questions, or submit comments in response to the below statement of work. Vendors are being requested to submit their availability and potential to fulfill the requirement, in the form of a capability response. Information is sought on industry best practices, vendor capabilities, and company profile information. STATEMENT OF WORK Public Records Database Contract - Philadelphia VA Insurance Center A.GENERAL INFORMATION 1.Overview of Project: The Philadelphia VA Insurance Center (VAIC) requires a public records database (PRD) for its employees to efficiently and effectively locate people and verify their identity for a variety of legal purposes. PRD shall be designed to allow VAIC to access current and accurate property, criminal, court, birth, death, marriage, divorce, and deed and mortgage records. 2.Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in the statement of work (SOW), except as may otherwise be specified. At a minimum, Contractor's PRD shall provide VAIC with the following information: a.Current and Previous Addresses b.Phone number i.Cellular (If Any) ii.Home iii.Business (If Any) c.Driver's License Information d.Marriage and Death Records e.Criminal and Arrest Records f.Court Records g.Lawsuit Filings h.Judgments and Liens i.Property Information i.Tax Records ii.Transaction Records iii.Pre-foreclosure Records iv.Unclaimed Property Coverage v.Waterfront Coverage (If Any) j.Professional Licenses and Affiliations (If Any) 3.Background: VAIC processes insurance claims for Veterans and their dependents. 4. Performance Period: The period of performance is one base year and four option years. 5. Type of Contract: Firm-Fixed-Price 6. Place of Performance: N/A 7. Performance Based Contract: N/A B. CONTRACT AWARD MEETING The contractor shall not commence performance on the tasks in this SOW until the CO has conducted a kick off meeting or has advised the contractor that a kick off meeting is waived. C. GENERAL REQUIREMENTS 1. For every task, the contractor shall identify in writing all necessary subtasks (if any), associated costs by task, together, with associated sub-milestone dates. The contractor's subtask structure shall be reflected in the technical proposal and detailed project management plan (PMP). 2. All written deliverables will be phrased in layperson language. Statistical and other technical terminology will not be used without providing a glossary of terms.? 3. Where a written milestone deliverable is required in draft form, the VBA will complete their review of the draft deliverable within 5 calendar days from date of receipt. The contractor shall have 5 calendar days to deliver the final deliverable from date of receipt of the government's comments. D. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Description of Tasks and Associated Deliverables: The contractor shall provide the specific deliverables described below within the performance period stated in Section A.4 of this SOW. 1.At a minimum, Contractor shall provide the following information: a.Current and Previous Addresses b.Driver's License Information c.Marriage and Death Records d.Criminal and Arrest Records e.Court Records f.Lawsuit Filings g.Judgments and Liens h.Property Information i.Tax Records ii.Transaction Records iii.Pre-foreclosure Records iv.Unclaimed Property Coverage v.Waterfront Coverage (If Any) i.Professional Licenses and Affiliations (If Any) Task One: The contractor shall provide access to a PRD per the SOW. Deliverable One: Up to 40 usernames and passwords for VA Insurance staff to access the PRD. F. SCHEDULE FOR DELIVERABLES 1. The contractor shall complete the Delivery Date column in Attachment A for each deliverable specified. 2. Unless otherwise specified, the number of draft copies and the number of final copies shall be the same. 3. If for any reason the scheduled time for a deliverable cannot be met, the contractor is required to explain why (include the original deliverable due date) in writing to the CO, including a firm commitment of when the work shall be completed. This notice to the CO shall cite the reasons for the delay, and the impact on the overall project. The CO will then review the facts and issue a response in accordance with applicable regulations. G. CHANGES TO STATEMENT OF WORK Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the CO shall be borne by the contractor. J. GOVERNMENT RESPONSIBILITIES - N/A O. ELECTRONIC AND INFORMATION TECHNOLOGY STANDARDS SECTION 508 The contractor shall comply with Section 508 of the Rehabilitation Act (29 U.S.C. § 794d), as amended by the Workforce Investment Act of 1998 (P.L. 105-220), August 7, 1998. In December 2000, the Architectural and Transportation Barriers Compliance Board (Access Board), pursuant to Section 508(2)(A) of the Rehabilitation Act Amendments of 1998, established Information Technology accessibility standards for the Federal Government. Section 508(a)(1) requires that when Federal departments or agencies develop, procure, maintain, or use Electronic and Information Technology (EIT), they shall ensure that the EIT allows Federal employees with disabilities to have access to and use of information and data that is comparable to the access to and use of information and data by other Federal employees. The Section 508 requirement also applies to members of the public seeking information or services from a Federal department or agency. The preliminary and final deliverables and all associated working papers, application source code, and other material deemed relevant by the VA which have been generated by the contractor in the performance of this task order are the exclusive property of the U.S. Government and shall be submitted to the CO at the conclusion of the task order. 2.The CO will be the sole authorized official to release verbally or in writing, any data, the draft deliverables, the final deliverables, or any other written or printed materials pertaining to this task order. No information shall be released by the contractor. Any request for information relating to this task order presented to the contractor shall be submitted to the CO for response. 3. Press releases, marketing material or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the CO. No debriefs will be conducted. Eligibility in participating in a future acquisition does not depend upon a response to this notice. C.Proprietary information is neither requested nor desired. If such information is submitted, it must clearly be marked "proprietary" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit). Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: Acquisition Planning. Notes: 1. This Sources Sought/RFI is for planning purposes, and does not constitute a commitment, implied or otherwise, that a procurement action will follow. The Department of Veterans Affairs will use the information submitted in response to this notice at its discretion and will not provide comments to any submission; however, The Department of Veterans reserves the right to contact any respondent to this notice for the sole purpose of enhancing The Department of Veteran Affairs understanding of the notice submission. 2.
