- This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. The Government intends to award a cost plus, fixed fee, sole-source contract to Northrop Grumman Corp, 43865 Airport View Drive, Hollywood MD, 20636. This procurement will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c) (1) as implemented by F.A.R. 6.302-1. The basis for the sole source is the proprietary nature of the technical data for the systems and the substantial duplication of costs and time that would be required to reverse engineer the system. This tasking will allow Northrop Grumman to provide software upgrades to the Electronic Surveillance Enhancement (ESE) units installed in selected AN/SLQ-32(V) Electronic Warfare Systems. The upgrades are part of the Rapid Capability Insertion Program (RCIP) Software/Firmware upgrade effort. All responsible sources may inquire into the specific terms and conditions included in the contract and may submit a capability statement or proposal which will be considered by this agency. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government. All changes to the requirement that occur prior to the closing date will be posted to FEDBIZOPPS and NECO, www.navy.neco.mil. It is the responsibility of interested vendors to monitor FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
