Description

The Department of Veterans Affairs, (VA) Program Contract Activity-Central, intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2); Only One Responsible Source Available, no other source will satisfy agency requirements. The VA intends to solicit and negotiate with: American Psychiatric Association, 1000 Wilson Blvd STE 1825, Arlington, VA 22209 for the following: the VA requires an existing commercial off the shelf web based, Mental Healthcare Databases Knowledge Product that will be made available throughout the VHA healthcare system. For the purpose of this solicitation, these products must include sources such as electronic textbooks, online full text journals, abstract and indexing information, and other formats. Databases that shall be supplied are: PsycINFO; PsycARTICLES, PsycBOOKs; PsycTESTS; and, Psychology and Behavioral Sciences Journal Collection. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government. Responses to this notice are due on or before October 18, 2013, 10:00 ET by email to merrie.frost@va.gov.
