Description
THIS IS A SOURCES SOUGHT NOTICE ONLY FOR: Cold Bay Drum Burial Area Removal Action, Cold Bay, ALASKA. OFFER OR PROPOSALS WILL NOT BE ACCEPTED FOR THIS NOTICE. THIS IS NOT A PRE-SOLICITATION. The District of the U.S. Army Corps of Engineers, Alaska is conducting research prior to releasing a solicitation for Cold Bay DBA Removal Action, Cold Bay, Alaska. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. The US Army Corps of Engineers is conducting market research to facilitate a determination of acquisition strategy. The determination of acquisition strategy for this acquisition lies solely with the government and will be based on this market research and information available to the government from other sources. The U.S. Army Corps of Engineers, Alaska District, is conducting this market research for Cold Bay DBA Removal Action, Cold Bay, Alaska. Scope: The Cold Bay ACS Com - Fort Randall (Fort Randall) formerly used defense site (FUDS) is adjacent to the city of Cold Bay, located approximately 30 miles from the west end of the Alaska Peninsula and approximately 640 miles southwest of Anchorage (Figure 1). The only available transportation to the community is by air or sea. The Drum Burial Area project site is located southwest of the intersection of the north-south and east-west Cold Bay runways (Figure 2). • remove approximately 3,000 drums and associated drum contents and transport and dispose at an approved off-site facility; • remove any contaminated soils associated with the drums and transport, treat, and dispose at an approved off-site facility; • remove and remediate approximately 200 cubic yards (cy) of asphalt; and • restore the site disturbed by the removal actions The Contractor shall provide all labor, equipment, materials, and services to plan, manage, perform, and document all required work in the tasks described below. In general terms, the work includes project management, preparation of planning documents and reports, mobilization and demobilization, providing for field overhead to conduct the work, and performing the removal, transportation, and disposal of buried drums and drum carcasses, associated drum contents and contaminated soil, and asphalt from the DBA project site. This description is not all-inclusive of the work, and is intended as a broad, general description. All activities shall be conducted in compliance with Resource Conservation and Recovery Act (RCRA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Superfund Amendments and Reauthorization Act (SARA), and 18 AAC 75 Oil and Other Hazardous Substances Pollution Control, as applicable. The field work is estimated to be approximately 40 days in June and July 2014 with a notice to proceed anticipated in January 2014. The applicable North American Industry Classification System (NAICS) code is 562910, which has a size standard of 500 employees. The estimated dollar magnitude of this project is anticipated to be $8-$10 Million. THIS IS A SOURCES SOUGHT FOR QUALIFIED PRIME CONTRACTOR FIRMS ONLY. All interested small business firms are encouraged to respond to this notice by October 29, 2013. Please submit all requested documentation listed below to: US Army Corps of Engineers, Alaska District, ATTN: CEPOA-SP- (Suprenant), PO Box 6898, JBER, AK 99506-0898 or via email to michael.d.suprenant@usace.army.mil Interested small business firms should submit a capabilities package (not exceeding 3 pages) demonstrating the ability to perform work listed above. Packages should include the following information: (1) Business name, address and business size under NAICS 562910 (2) Identify small business type, if applicable (HUBZone, SDVOSB, 8(a), WOSB, etc) (3) Demonstration of the firm's experience as a prime contractor on projects of similar size, type and complexity within the past five years. SPECIFICALLY PROVIDE YOUR FIRM'S EXPERIENCE WITH ENVIRONMENTAL REMOVAL ACTIONS List actual projects completed to include project title and location, a brief description of the project to include dollar amount of the project and work that was self-performed. Responsible sources demonstrating relevant experience and the capabilities to perform the work will be considered. Prospective contractors must be registered in the System for Award Management (www.sam.gov) prior to award. Lack of registration in the SAM database will make an offeror ineligible for award.
