Description
Request for Proposals (RFP) N40085-14-R-2302; Point of Contact: Laura Chapman, Contracting Officer, (860) 694-4528, e-mail: laura.chapman@navy.mil. Title: IDIQC Repairs of Power Plant Boilers and Associated Services and Distribution Systems at the Naval Submarine Base New London, Groton, CT. This is a 100% total small business set-aside under NAICS 238220 and the small business size standard is $14,000,000. The proposed contract will be issued for a base period of 12 months with four 12-month options for a total term of 60 months beginning approximately 1 Mar 2013. The estimated cost range is between $1,000,000 and $5,000,000. The general scope of work is as follows: P rovide all the necessary labor, equipment and materials and performance of all operations in connection with the following: Repairs and/or replacement of 6 psi steam valves through 900 psi steam valves; perform "R" stamp welding; With code required inspections and documentation resurfacing and welding of boiler hand-hole seats; refractory repair; boiler tube repair and replacement; 120 psi air system; 15 psi through 900 psi boiler water feed systems; steam and condensate piping systems; boiler certification; and other associated equipment and systems. This contract also contains provisions for the direct acquisition by the contractor of specialized sub contracting personnel which may be required to address deficiencies not directly related to boilers but are nonetheless integral components of the power plant and its mission. The areas which may require sub contracted services include but may not necessarily be limited to the pure water facility, screen house, NPDES monitoring systems, oily waste water treatment facility and other miscellaneous facilities or utilities associated with the power plant. The Government intends to award a contract resulting from this solicitation to the offeror submitting the proposal determined to represent the best value (price and non-price factors considered) to the Government using the trade-off source selection process. Proposals will evaluated by using the following factors in addition to Price: 1) Recent, Relevant Experience/ Qualifications of the firm; 2) Safety Record; 3) Technical Approach, and 4) Past Performance on Recent, Relevant Projects. Prospective offerors must register in the Systems for Award Management (SAM) at www.sam.gov. Bidders are notified that failure to register may render their firm ineligible for award. Specifications will not be directly provided in a paper hard copy format or CD-ROM. The address for downloading this solicitation from the internet is https://www.neco.navy.mil. All prospective bidders are encouraged to register on the above web site for this procurement when specifications and drawings become available. The documents will be posted approximately 23 Oct 2013. Plan holders will be maintained on and can be printed from the web site.
