Description
DUE TO THE CURRENT GOVERNMENT SHUTDOWN, THE RELEASE OF THE SOLICITATION AND SHIPCHECK ARE TEMPORARILY DELAYED AND WILL BE RESCHEDULED. The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for the dry docking and repairs to NOAA Ship PISCES. The PISCES is 208.6 feet long overall, and its home port is Pascagoula, MS. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: Temporary Services; Dry Docking and Routine Dry Dock Work; Sea Valve Overhauls; Zinc Renewals and Additional Zinc Anode Installations; Cathodic Protection Inspection and Replacement; Underwater Body Coating; Bow Thruster Inspection; Ground Tackle Inspection and Preservation; Rudder/Tailshaft Removal and Inspection; Propulsion Shaft Thrust Bearing Inspection. OPTION ITEMS: Underwater Hull Complete Paint System; Seawater Branch Line Connection; Thrust Bearing Foundation Modifications; and Transom Fender Modifications. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be 40 calendar days, with a start date on or about January 8, 2014 and a completion date on or about February 16, 2014. Ship's transit time to and from the place of performance is not included in the specified performance period. The place and date for an inspection of the ship is (to be rescheduled) at 0900 (local time) at NOAA Gulf Marine Support Facility, 151 Watts Avenue, Pascagoula, MS 39567. Vehicle and personnel access to NOAA Ship PISCES for pre-proposal inspections is restricted via gated security. Appointments and arrangements for attending the ship inspection can be made by calling the Port Engineer at least 48 hours in advance at 757-441-3342. This procurement is being issued on an unrestricted basis. The applicable NAICS code is 336611, which has a corresponding size standard of 1,000 employees. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15; the RFP will be issued on or about (to be rescheduled) with proposals due on or about (to be rescheduled). The anticipated award date is December 02, 2013. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value, price and other factors considered. The RFP will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fedbizopps.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted). Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer.
