- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A SOLICITATION AND NO CONTRACT WILL BE AWARDED AS A RESULT OF THIS ANOUNCEMENT. No reimbursement will be made for any costs associated with this notice. The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) is conducting Market Research to contractors that possess the capability to provide charter air services, passenger and nonscheduled air passenger transportation under the North American Industry Classification System (NAICS) code 481211. Contractors must obtain and keep current all required certificates and must ensure that aircrafts are operated and maintained in compliance with Federal Aviation Administration (FAA) Air Carrier and if applicable Operating Certificate at all times. All aircrafts utilized must be licensed, operated and maintained in accordance with all rules and regulation of the FAA and the Department of Transportation. Contractors will be required to meet or exceed 14 Code of Federal Regulation (CFR) Part 121 Operating Requirements: domestic, flag, and supplemental operations, and CFR Part 135 Operating Requirements: commuter and on-demand operations and rules governing persons on board such aircraft. Aircrafts must have a Standard Airworthiness Certificate issued under 14 CFR 21.25 and 21.185. Contractors must furnish a FAA Commercial Pilot or Airline Transport Pilot for each day the aircraft is required. Pilot certificate is required with appropriate category, class and type. The Contractor will submit an experience resume for each Pilot offered for approval to the Contracting Officer Representative. The Contractor's Pilot must be proficient in operating all aircraft equipment. It is anticipated that this requirement will be a Local Set Aside under the Stafford Act for Alaska Contractors. Primary service areas will include Anchorage to Galena and/or Fairbanks to Galena. However, additional service areas may include flights to Fort Yukon, Hughes, Alakanuk, Emmonak, Eagle, and Circle. Interested parties may submit a brief capability statement to demonstrate interest and the ability to meet this requirement. The capability statement shall be no more than 3 pages in length and sent via email only to the Point of Contact below. CAPABILITY STATEMENT 1. Provide certification as described in paragraph 2, 3 & 4 of this sources sought. 2. Describe aircraft and aircraft passenger capacity. 3. Capability of flight schedule from Fairbanks to Galena and Anchorage to Galena; to include outlying areas of Alaska. 4. Ability to provide passenger flights within 24 and/or 48 hour notice (nonscheduled flights). 5. Name of Contractor and Contractor's: a. DUNNS Number and CAGE Code; b. Address; c. Telephone Number; d. Point of Contact; and e. NAICS code as registered in the System for Award Management.
