Description
NAVSUP Fleet Logistics Center (Norfolk) Contracting Department, Philadelphia Office (700 Robbins Avenue, Philadelphia, PA 19111) intends to solicit on a full and open competition basis in accordance with FAR Part 15 procedures, for the Department of the Navy, Bureau of Medicine and Surgery, support services for the Combat and Operational Stress Control (NCCOSC) Program. The mission of the Center is to improve the psychological health of Sailors and Marines through comprehensive programs that educate service members, decrease stigma, build resilience, aid research, and promote best practices in the treatment of combat and operational stress injuries. NCCOSC initiatives are innovative, informed by science, and provide measurable, wide-reaching results. The Center requires support services for NCCOSC's efforts to preserve psychological health; assist Sailors and Marines in retaining or restoring psychological well-being and optimal function; and facilitate research efforts in Navy Medicine on Psychological Health and Traumatic Brain Injury (PH/TBI). The following are included in the support of the NCCOSC requirement: • Responsible for developing and implementing the NCCOSC education and training programs. • Development of a standardized framework for core clinical and care management processes. • Coordinate and develop strategic communications products on topics in psychological health • Maintain Research Facilitation program with capacity to support up to 50 subsequent elements to include study design and development, Institutional Review Board approval, and data collection. • Establishment of a comprehensive data management program and subsequent elements A Cost Plus Fixed Fee non-personal services contract is anticipated that will consist of a one year base period and two, one year option periods. The North American Industrial Classification System (NAICS) code for this acquisition is 541990 and the size standard is $14 million. An Organizational Conflict of interest clause will be included in the Solicitation, as the support services impact other programs, including those within the Bureau of Medicine and Surgery Wounded, Ill and Injured Directorate. Additional requirements include an active Federalwide Assurance (FWA), and possession of a Navy Addendum. The anticipated period of performance is 26 Apr 2014 to 25 Apr 2015, with two 1-year options ending 25 Apr 2017. It is intended to make award of the resultant contract in time to allow an approximate thirty (30) day start-up period in advance of the actual commencement of the performance period. Solicitation number N00189-13-R-Z110 will be made available electronically upon its release (in approximately 15-30 days) to FedBizOpps at www.fbo.gov. The Solicitation will include the FAR clause entitled "Option to Extend the Term of the Contract "(FAR 52.217-9) and "Option to Extend Services" (FAR 52.217-8). In accordance with FAR 17.207(c)(3), the Government will make a determination prior to exercising any option(s) that exercising the option(s) is the most advantageous method of fulfilling the Government's requirement, price and other factors considered.
