The Air Force is conducting additional market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 336413 which has a corresponding Size standard of 1000. The Government will use this information as one of the determining factors for the best acquisition strategy for this procurement. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Oklahoma City Air Logistics Center, B-1 System Program Office (SPO) is considering replacing the current B-1B standby flight instrument: Standby Attitude Indicator and possibly the Standby Altimeter; Standby Airspeed/Mach Indicator. The B-1 Program SPO is now only considering a single Electronic Standby Instrument System that incorporates more than one instrument. In addition, the B-1 SPO has determine this determine to procure this item under Federal Acquisition Regulation (FAR) 15 guidance. The Government request all interested parties to respond if commercial off the shelf (COTS) or modified COTS will fill the governments' requirement. The commercial off the shelf (COTS) or "Modified- COTS" replacement shall have the same functionality of our present instrumentation. GENERAL PROCUREMENT DESCRIPTION The Government intends to gain information regarding replacing the existing attitude indicator and will consider a non-developmental unit that contains all three mechanical standby instruments on the B-1B aircraft: Standby Altimeter, Standby Airspeed/Mach Indicator, and Standby Attitude Indicator. The system should include a general description of all of the elements of the system to be installed, Installation requirements of the system elements and interconnections between them, Interfaces between the aircraft and each of the system elements, and Environmental requirements/limitations of each system element. CONTRACT TYPE AND COMPETITION The effort shall be proposed on a Firm Fixed Price (FFP) contract type for hardware procurement of 63 installation kits, 18 spare units, development of an installation design, installation kit production, installation, and development of technical data supplements and updates. Period of Performance Base Year: 01 March 2014 - 01 March 2015 Option 1: 01 March 2015 - 01 March 2016 Option 2: 01 March 2016 - 01 March 2017 Option 3: 01 March 2017 - 01 March 2018 *Request contractors submit a ROM estimate for purchase of hardware procurement and spare units and an estimated monthly delivery schedule.
