Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number W912P8-14-R-0003 is being issued as a request for proposals (RFP) with the intent to issue, one or more, Firm-Fixed Price Contracts. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 05 70. This procurement is being competed using Full and Open Competition on an Unrestricted Basis. The NAICS code for this procurement is 523910 - Miscellaneous Intermediation, with a size standard $35.5 Million. This procurement is being conducted in accordance with regulations at FAR Part 12 - Acquisition of Commercial Items and FAR Subpart 13.5 - Test Program for Certain Commercial Items. The U.S. Army Corps of Engineers, Vicksburg District is soliciting mitigation credits to be used to mitigate for unavoidable impacts from Construction Projects in Plaquemines Parish, Louisiana. Credit sources are being sought for particular habitats located within Hydrologic Unit Code (HUC) 8090301. Habitat types being sought are for Fresh Marsh and Swamp. OFFERS MAY BE PROPOSED AS FOLLOWS: Line Item 0001, Credits necessary for the mitigation of (0.97) AAHUs of fresh marsh, Unit Price per Credit: $__________; Total Line Item Price: $__________. Line Item 0002, Credits necessary for the mitigation of (0.81) AAHUs of swamp habitat, Unit Price per Credit: $__________; Total Line Item Price: $__________. The government intends to make one or more awards. Award will be made for each individual habitat type for mitigation of the total Average Annual Habitat Units (AAHU) in that particular habitat. When proposing for a particular habitat type your proposal must included sufficient credits to mitigate for the all AAHUs listed for that habitat type. Offers for less than the required AAHUs within a habitat type will not be accepted. The Government intends to award without discussions while reserving the right to hold discussions if determined advantageous to the Government. Offerors are encouraged to provide their best proposed pricing in their initial offer. 52.212-2 -- Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical Capability - All proposals submitted will be evaluated for Technical Acceptability & Price. The government will issue award to the offeror whose quote is the Lowest Price of those determined to meet at least the minimum requirements to be determined technically acceptable. To be determined technically acceptable the offeror must demonstrate that they are a USACE Approved Mitigation Bank, or an Authorized Representative (i.e. Broker, Sponsor, etc.) with the legal authority to sell credits from an approved mitigation bank, capable of providing the adequate number of mitigation credits, of the specified habitat type, that is also located in HUC 8090301. Submittals; A mitigation bank's ability to provide adequate AAHUs must be based on Wetland Value Assessment Swamp Community Model dated March 19, 2010 (attached) for swamp calculations, and Coastal Marsh Community Model dated March 19, 2010 (attached) for freshwater marsh calculations. Assumptions to be used include an intermediate sea level rise scenario and assuming baseline year 0 is one year prior to the commencement of construction activities at each mitigation bank (i.e. banks constructed in 2005 should use 2004 as baseline year 0). Annual Land loss rates for USACE Approved Mitigation Banks within HUC 8090301 to be used in Wetland Value Assessment Model calculations are listed below: Bayou Terrebonne Coastal - -0.00126 Lake Long Coastal - -0.00031 Lower Vacherie - 0.00000 Paradis - 0.00000 Offerors SHALL provide the following; (1) A copy of their fully compliant Mitigation Banking Instrument (MBI) and Signed Agreement giving authority to sell credits if an Authorized Representative. (2) Documentation of the WVA datasheets, calculations, and total available mitigation credits by habitat type, AAHU per mitigation credit by habitat type. (3) PRICE of mitigation credits by Habitat Type. SAM Registration: Pursuant to FAR Provision 52.204-7, prior to award offerors shall be registered in the System for Award Management (SAM), if you are not registered in (SAM), an award CANNOT be made to your company. Before a complete evaluation of your proposal can be made offerors must provided quote mark Offeror Representations and Certifications quote mark for their company. The preferred method for providing Reps & Certs is to include this information in your SAM registration.
