- Question- The purchase specification for the subject solicitation states that (Scope) "the converters must have a proven record of actual use on existing F-35 aircraft." Could you clarify this for me? Can a power converter be developed then proven on the F-35? It seems to me that there will be very limited small business sources that could actually meet this requirement if the power converters must have a history of proven operation with the F-35. We develop exclusive power converters for custom requirements but will need to prove our design during a prototype build. Answer- The Purchase Specification States: "The converters must have a proven record of actual use on existing F-35 aircraft." Experience. The converters must have a proven track record of actual use on an F-35 Aircraft.. Without providing documentation of actual use on an F-35 the contractor's proposal will be considered not technically acceptable.. Documentation of experience must include: location of use on an F-35, when it was used, the name of the using organization and a person to contact for verification If the contractor must connect their converter to an F-35 at Hill AFB after this contract is awarded to gain the "proven record of actual use on existing F-35 Aircraft" then their proposal will be determined not technically acceptable. This is not a design, build, test and modify a prototype contract. If a contractor wants to test a prototype and prove its design prior to submitting a proposal to Hill AFB they are welcome to find a way to do so. Hill AFB is looking to purchase converters that have already been designed, built and proven to function properly on an F-35.
