- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Parts 12 & 13 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Voice Service (T1 PRI) & Centralink Analog The Connecticut Army National Guard (CTARNG) will be awarding a Firm-Fixed Price Contract. The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-70 Effective on September 30, 2013. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARS) can be accessed on the internet at http://farsite.hill.af.mil/. The CTARNG is looking for a company to provide voice service for all CTARNG locations. Please see attached document(s). Partial quotes will not be accepted. Include any and all non-reoccurring charges that may apply. Please include an installation timeframe with your quote. Quotes will be in the same format as the attached spreadsheet. This will be a base year contract with the option for four more years of service based on the availability of funding. Where price breaks are available for multiple year contracts, price breaks shall be offered. Year 1 November 1, 2013 to September 30, 2014 Year 2 October 1, 2014 to September 30, 2015 Year 3 October 1, 2015 to September 30, 2016 Year 4 October 1, 2016 to September 30, 2017 Year 5 October 1, 2017 to September 30, 2018 The North American Industrial Classification System (NAICS) code for this procurement is 517110. This solicitation will end on October 20th, 2013 - 4:00 PM Eastern Standard Time (EST). Offerors will submit proposals and other required information by email and confirm receipt immediately afterwards. Quotes received after this time will not be accepted. The government will review each contractor's capability to determine which contractor is best suited to meet the Government's needs. All questions need to be emailed to Morgan B. Fiszel prior to 1000 EST October 15th, 2013. Questions and answers will be posted as a modification document to this solicitation. Answers to these questions will be added to this announcement by October 17th, 2013. Quotes shall reference solicitation #W91ZRS-14-R-0001. To be awarded this contract, the offeror must be registered and active on the SAM website: http://www.sam.gov Section 00800 - Special Contract Requirements 1. INSURANCE - MINIMUM AMOUNTS 1.1. Reference Contract Clause titled, quote mark Insurance -Work on a Government Installation (FAR 52.228-5). Kinds and minimum amounts are as follows: KIND AMOUNTS (FAR 28.307-2) Workmen's Compensation $100,000 (see paragraph 1.2, below) Comprehensive General Liability $500,000 per occurrence for bodily injury Comprehensive Automobile Liability $200,000 per person and $500,000 per accident for bodily injury and $20,000 for property damage (If applicable) $200,000 per person and $500,000 per occurrence Aircraft Public and Passenger for bodily injury, other than passenger Liability liability and $200,000 per occurrence for property damage; coverage for passenger liability bodily injury shall be at least $200,000 multiplied by the number of seats $200,000 multiplied by the number of seats or passengers, whichever is greater. 1.2. Except in states with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers. 1.3. NOTE: Before commencing work under this contract, the Contractor shall certify to the Contracting Officer, in writing, that the required insurance has been obtained. The policies referenced in the certification (s) shall contain an endorsement to the effect that any cancellation or any material change adversely affecting the Government's interest shall not be effective (1) for such period as the laws of the state in which this contract is to be performed prescribe or (2) until 30 days after the insurer or the Contractor gives written notice to the Contracting Officer, whichever period is longer. The Contractor shall maintain a copy of proofs of required insurance, and shall make copies available to the Contracting Officer upon request.
