- Disputes Disclosure Offeror's Cover Page Non-disclosure Agreement Insurance Requirements Third Party Property Interests EBS Cover Page Legal Description of the Leased Land Request For Qualification The Air Force Civil Engineer Center (AFCEC) is soliciting responses to a Request for Qualifications (RFQ) for a proposed Enhanced Use Lease (EUL) at Nellis AFB, Nevada. This RFQ has been significantly changed from the draft RFQ or Statement of Need advertised in June 2013. Market research (primarily Industry Day) feedback, questions and answers have been incorporated into this final RFQ. Potential Offerors are encouraged to read and familiarize themselves with the entire RFQ before submitting a response/offer. The objective of this solicitation is to generate responses/offers from public or private sector entities to optimize the value of a specific, non-excess Real Property parcel on Nellis AFB, NV in accordance with this RFQ. This is not a FAR solicitation or contract for products and/or services. AFCEC is seeking to identify qualified sources either singularly or as part of an assembled team. AFCEC will evaluate and rank these sources and their submitted responses/offers in accordance with the RFQ.
