- The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bids (IFB) for this Green Brook Flood Risk Management Project that consist of raising 1950 linear feet of the existing Segment T levee along Green Brook by up to 2.8 feet. The levee will have a ten foot top width and 2.5: 1 side slope. Work also includes extending the existing Segment R2 levee approximately an additional 510 linear feet. The additional protection, which is setback from the Raritan River, consists of a levee and floodwall and includes a new stoplog closure gate (approximately 4.0 feet high) across a railroad track. A new sluice gate (3ft. x 3ft.) and flap gate (3ft.x 3ft.) within a new chamber (8ft. x 12ft. and about 21 feet deep) would also be constructed over an existing 3ft. x 3ft. storm sewer. In addition, a 12 inch diameter storm sewer is to be removed, plugged and rerouted via 50 feet of new 12 inch diameter pipe to an existing manhole. A new storm sewer consisting of an inlet, a manhole and 375 feet of 15 inch diameter pipe connecting to an existing manhole is also included in this project feature. This work will be accomplished as part of a base bid contract with options. The Contractor will be required to commence work within five (5) calendar days after the date of receipt by him of the notice to proceed, to prosecute said work diligently and to complete the work no later than (150) calendar days after the receipt of the notice to proceed. This procurement is being solicited under 100% Small Business Set- Aside. The North American Industry Classification System (NAICS) code is 237990. The business size standard is $33,500,000. The SIC CODE is 1629. The estimated cost range for this project is between $1,000,000.00-5,000,000.00. Plans and specification for Solicitation will be available on or about 25 Oct 2013. Bid Opening date is on or about 26 November 2013 at 2:00 P.M. (Eastern Standard Time). Bids will be submitted to the U.S. Army Corps of Engineers, Contracting Division, Room 1843, 26 Federal Plaza, New York, NY 10278. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Paper copies of this solicitation and amendments, if any, will not be available or issued.
