A pre-solicitation notice with the updated number will be posted to the FedBizOpps website.*********** SPECIAL NOTICE Title: Threat Systems Operations and Maintenance Integrated Support (TSOMIS) Contract Vehicle: Competitive Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract Closing Date: October 10, 2013 PROGRAM DESCRIPTION: The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a requirement to provide the acquisition, development, fielding, operations, maintenance, and sustainment of Threat systems for Army testing and training. Duties include serving as the point of contact for Threat support to Tri-Services and Joint testing and training activities including Combatant Command Exercises. PEO STRI works with the U.S. Army, Tri-Service, or Joint customers to help define their foreign equipment requirements, directly interfacing with foreign systems Original Equipment Manufacturers; to ensure that valid, certified, accurate, and reliable products are acquired that meet the end user's needs. PEO STRI routinely acquires Threat systems and technical support for those systems. PEO STRI anticipates a requirement for Operations and Maintenance (O&M) Integrated Support. TSOMIS support will encompass providing the test and evaluation and training community with services that are capable of operating, maintaining and sustaining ground and airborne Threat Systems. The Threat Systems must be maintained, operated and sustained to provide realistic Threat capabilities for Operational and Developmental testing and training with the U.S. Army. This support will include engineering, configuration management, technical inspections, testing, evaluations, validation and accreditation, transportation, site surveys, transportation upload and download support, logistics, developmental support, integration, storage, maintenance, operations, and training including items of support equipment such as system spare parts, special tools, test equipment and depot level documentation. There are two locations anticipated as the place of performance for these services and support. They are Government facilities at Redstone Arsenal (RSA), Alabama, 35898 and Government facilities at White Sands Missile Range (WSMR), New Mexico, 88002. SYNOPSIS: Contractors shall provide support of mission execution functions such as mission planning, system deployment, repair, modification, fueling, and re-deployment. Additional activities include inventory control, system replenishment, and preparation of systems and equipment for a quick turn-around and deployment. Contractors shall assume total performance responsibility for work performed under this effort. The focal points for all efforts on TSOMIS are the Threats systems themselves and their ability and availability to perform as required, when required, by the U.S. Army Testing and Training community. ACQUISITION APPROACH: An Indefinite Delivery/Indefinite Quantity type contract in accordance with FAR Part 16.504 is anticipated. The Government will make the award on a Best Value/Trade-off basis. The Government anticipates this contract will utilize a combination of Cost Plus Fixed Fee and Time and Material Task Orders. The period of performance is anticipated to be a one year base and four one-year options for a potential period of performance of five-years. ESTIMATED DOLLAR VALUE: Approximately $8.5M per year RESPONSES REQUESTED: The original posting for the Sources Sought Notice was on November 16, 2012. The current posting provides the attached Draft Performance Work Statement and Draft 60 Day Sample Task Surge Scenario. Interested Contractors shall submit questions pertaining to the Draft Requirements Documents electronically to terri.harvey1@us.army.mil and jean.m.borowski.civ@mail.mil. The purpose of the posting is to ensure an understanding of the Task Scenario. No Proposal or solution to the Task Scenario is required. The deadline for questions is 10/10/13 at 12:00pm EST. Questions and Answers will be posted as an amendment to the Special Notice at a later date.
