Updated PWS. ****FOR CLARIFICATION PURPOSE ONLY***** The following questions and answers are provided for clarification. 1 - T.O. 3R1-6-4-3 for the Main Rotor Hub Assy does not contain an IPB with individual part numbers. What document contains the IPB to be used? ANSWER: T.O. 3R1-6-4-4 2 - T.O. 3R19-2-2 for the Main Rotor Mast Assy does not contain an IPB with individual part numbers. What document contains the IPB to be used? ANSWER: T.O. 3R19-2-4 3 - Page 3 of the PWS lists T.O. 16W12-7-3 as the document for overhaul of the Stabilizer Bar Assy. Page 12 of the PWS lists T.O. 3R1-4-7-3 as the document for overhaul. Which is correct? ANSWER: T.O. 16W12-7-3 4 - The solicitation makes reference to "scheduled time change" limitations for life limited /retirement life requirements. However, only the Swashplate and Support Assy, T.O. 3R2-5-2-2, has partial information in Table 3-1 of that T.O. What document defines the scheduled time change / retirement life requirements for these components and their component parts when performing either Repair or Overhaul? ANSWER: T.O. 1H-1(T)H-6 is always the overriding T.O. for time changerequirements. The specific life limited components are not always called out individually in the overhaul manuals. 5 - For life limited / retirement life detail parts, what is the percentage of total life that must remain after completion of repair / overhaul? ANSWER: At completion of each overhaul, the Time Change parts within a particular assembly must have sufficient unused time remaining IAW applicable helicopter scheduled inspection and maintenance requirements (found in T.O. 1H-1(T)H-6), before expiration of their service life to complete a full operating interval (i.e. must make it to the next overhaul). 6 - Is it possible to receive typical Time Since New / Time Since Overhaul data for the seven components of this solicitation so that we can better estimate the probability of need to replace limited life detail parts? ANSWER: Would be specific to S/N. There are more than just one S/N for each item to be overhauled, so the probability to replace would vary. 7 - Is it possible to receive statistical history on "reason for removal" for the seven items of this solicitation? ANSWER: Reason for removal is typically driven by a time change requirement. 8 - One of the BER criteria has been defined as "Repair/Overhaul cost is greater than 75% of the cost for a new end item." There is a significant difference between the 2013 BELL catalogue price and the DLA WEBFLIS estimated price to purchase new. Please provide the Base Year values that will be used as cost for a new end item for the seven components of this solicitation. ANSWER: This information is not available at this time.
