- Red River Army Depot (RRAD) is seeking interest from other firms with the demonstrated expertise, ability and capability to provide and perform the designated services, maintenance and supply chain management of RRAD rebuild, remanufacture and repair of Caterpillar engines. Interested sources and qualified contractors must be able to demonstrate and document complete compliance with all the following criteria and must have: The technical expertise, life cycle data management support, supply chain management and data management control as required to support the process, product, data management and reporting information. Ability to supply genuine OEM parts for Caterpillar Model 3116, 3126, C7, and C9 C15 and C18 engines. Capability to source or recover unserviceable or normally discarded Caterpillar engines and components to include cracked cylinder head and block assemblies and resupply Army inventory system to offset new procurement costs, minimize waste and enhance availability of engines in the inventory. Ability to provide credit for Caterpillar core engine component exchanges including exchange credit for damaged blocks and cylinder heads. Ability to provide OEM components for Caterpillar Engines no longer in production. Ability to provide access to Caterpillar Reuse and Salvage Guidelines and other Caterpillar Engine technical data packages to include drawings, latest OEM engineering change proposals and technology insertions. The capability to access, download, flash, analyze and present life cycle management trends for improving Caterpillar engine performance from Caterpillar engine Electronic Control Module data. Past experience and sufficient capability to provide Caterpillar OEM parts to support Caterpillar Engine rebuild/remanufacturing at projected engine rebuild rates. Past experience in providing technical oversight of Caterpillar Engine rebuild processes to include providing onsite technical supervision, training and technical certification of Caterpillar Engines. Evidence of past experience and average lead times in providing pricing and availability information. Resources to forecast material consumption fund and establish on-site inventory levels at company cost prior to start of work. Ability to provide minimum, maximum and total average lead time for delivery of material from your supply point to RRAD. A 12 month material warranty to include a failure analysis report related to any quality deficiencies. The overall objective of this potential program is to have Caterpillar engine repair capability at and by Red River Army Depot (RRAD) and support the future Life Cycle Management for Army Tactical Wheeled Family of Vehicles and Mine Resistant Ambush Protected vehicles provisioned with Caterpillar engines, using the Condition Based Maintenance (CBM) concept. The effort considers use of a process that evaluates engine condition using Caterpillar Best Practices to avoid the cost of mandatory replacement parts identified in applicable National Maintenance Work Requirements. The expected period of performance is 5 years. The expected production rate is 53 engines per month. All work will be performed at RRAD located in Texarkana, TX. The Contractor and RRAD shall perform a Pre-Shop Analysis (PSA) on these engines to determine level of repair required to return them to Condition Code quote mark A quote mark (CCA). The engines will be triaged to a rebuild process according to their condition based on the outcome of the initial PSA. The engines will come in containers. Genuine Caterpillar parts are required to support this effort. The Contractor shall provide the technical expertise, life cycle data management support, supply chain management and data management control as required to support the process, product, data management and reporting information. RRAD will provide the touch labor. The Contractor is responsible for material reliability, supply chain management, technical support for the rebuild process and final certification of the product.. RRAD is equipped with a standard engine rebuild operation with a DYNO booth in place. The Contractor will provide technical oversight and RRAD shall induct and perform CBM on Caterpillar Engines Models C-7, 3116, 3126, C9, C15 and C18 and return them to the customer in a condition code quote mark A quote mark status, which is defined as new, used, repaired, or re-conditioned material that is serviceable and issuable to all customers without limitation or restriction. The Government will provide unserviceable cores to contractor for rebuild. The Contractor shall provide supply support that maintains accountability for repair parts and supplies that are required to perform the engine rebuild. The Contractor must have a means to collect data from Electronic Control Module (ECM) for trend management analysis, and zero out the ECM to bring the engine to a zero hour condition. The Contractor shall collect and analyze engine data elements off the ECM, update the ECM, and report trends/results back to RRAD. Unique Identification (UID) marking is required. Condition Code F engines will be inducted for repair and Condition Code H engines, normally declared scrap will be utilized as core exchanges. A PSA will determine disposition of engine processing to include continued processing and returned back to the customer as Condition Code A. The Contractor shall provide a report of recovered engines and major components that would normally be declared scrap in RRAD's format. This shall include the engine/major components serial number and National Stock Number, component recovery rate per engine, the overall program engine recovery rate. This effort will also include a core credit or reimbursement for all washed out blocks, heads and cam shafts. There is a short and/or long block requirement to provide cams and blocks to bring the engine back to a serviceable condition. The final product will be a fully dressed operational/tested rebuilt engine. The purpose of this Sources Sought notice is for MARKET RESEARCH. This is NOT a Request for Proposal (RFP). RRAD Production Support Directorate and TACOM/RRAD Army Contracting Command are requesting this information for planning purposes only. All interested parties are advised that the Government will not pay for, or provide any reimbursement whatsoever for the information provided. No contract or other instrument will be provided as a result of this request for information and no reimbursement will be provided for any information provided. Therefore, any costs associated with the provided Market Survey/Request for Information submissions will be solely at the expense of the concern submitting the information. Interested parties must respond no later than October 27, 2013.
