Description
THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. This is a Special Notice that includes a Request for submission of Statement of Capability (SOC) addressing the capability to provide web-based training courses in Information Technology (IT), Leadership, Interpersonal Skills and Project and Program Management for the Defense Logistics Agency (DLA). This Special Notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) or Request for Proposal (RFP) or a promise to issue an RFQ or RFP in the future. This SOC does not commit the Government to contract for any supply or service whatsoever. The information provided in the SOC is subject to change and is not binding on the Government. The Defense Logistics Agency (DLA) is not at this time seeking proposals and will not accept unsolicited proposals for the work described in the attached documents. Responders are advised that the DLA will not pay for any information or administrative costs incurred in responding to this SOC REQUEST FOR STATEMENT OF CAPABILITIES. The purpose of issuing this Statement of Capabilities under SP4705-13-SOC-0001 is to identify potential contractors and assess their capability to provide an implementation plan that includes at a minimum the load of current student information into the Student Progress Administration (SPA), interface analysis to DLA portal and Websense, and to the Learning Management System (LMS). Respondents are requested to address the following: Before answer the Statement of Capability questions is highlight recommend to review the attached Statement of Work 1. Provide a brief narrative discussing your capability to provide Web-Based Training Curriculum via the internet which provides E-business Solutions and Technology. The courses shall address beginning, intermediate and advanced levels of end-user training. The following applications are provide training; however, please note that include examples that are not all inclusive: a. PC end-user training on product versions - These will include but not be limited to: Computing for Beginners PC Maintenance Microsoft Project  Microsoft Works  Adobe Photoshop 6  E-commerce software b. Web Publishing/Web Master - These will include: Project Management Internet Security System Administration, including but not be limited to: 1) Microsoft Internet Information Services (IIS) 2) Website Design, Programming, and Management 3) JAVASCRIPT c. Application Development - These will include but not be limited to: SQL Networking Fundamentals  TCP/IP Networking  JAVA Programming  Linux  Sun Solaris d. Technical Certification Programs - These will include but not be limited to: Avaya Certified Associate-Communications Networking Microsoft Windows 2000 through XP Information Assurance Security Annual Information Assurance Awareness Training Continuity of Operations (COOP) Registered Communications Distribution Designer certification e. Database Administration - These will include: Oracle 10 and greater Informix DB2/UDB Microsoft SQL Server f. Business Skills - These will include but not be limited to: Fundamentals (i.e. Management Analysis Overview, Data Collecting, Technical Writing, Intro to Program Evaluation, Planning) Budgeting Financial Management Information Technology for Business Management Skills Quantitative Management and Statistics 2. Provide a brief narrative discussion of your previous experience with Government contracting and doing business with the Government. Include contract numbers and contact information for each experience cited. 3. Provide a brief narrative discussion of your capability to provide instantaneous access, accurate, current, latest versions of software and training/testing products and updated information on Computer Based Training and Student Progress Administration (SPA) [(includes but is not limited to student names and User Identifications (IDs), student progress, and accessed)]. 4. Provide a brief narrative discussion of your firm's capability to provide 24 x 7on-line mentoring via internet and telephone support and online reference materials providing users online business and technologies books, desktop application, and coverage of a search queries. Response (turn-around) time for the invoked mentoring service shall be not more than twenty-four (24) hours after the student inquiry/request. 5. Provide a brief narrative discussion of your capability to provide a content assembly and virtual classroom capability that include web collaboration services with Dialogue (Dialogue Design, Dialogue Resource and Dialogue Live) 6. Provide a brief narrative discussion of your capability to provide local hands-on training to users on how to access and use the service, duration of the training, and the frequency of training sessions. 7. Provide a brief narrative discussion of your capability to provide compatibility, meets requirements, accessible, conform between the Learning Management System (LMS) software and the classes completion information. 8. Provide the answers for the Statement of Capability's questions using the following criteria: One page or less for each response to a question Type of Font is in Times New Roman, 12 point. White space and conventional paragraphing are required for readability The deadline for submission is Not-Later-Than (NLT) October 28, 2013 at 12:00 P.M. Eastern Time. 9. The Contractors' SOC must include their company cage code, business size, TIN, and DUNS number. THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. This is a Special Notice that includes a Request for Information (RFI) to receive comments regarding the attached Statement of Capabilities under SP4705-13-SOC-0001. This Special Notice is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This Statement of Capabilities does not commit the Government to contract for any supply or service whatsoever. The information provided in the RFI is subject to change and is not binding on the Government.
