Description
Revision 1 - The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager Training Devices (PM TRADE) and Product Manager Live Training Systems (PM LTS) intent to recompete a Tactical Vehicle System (TVS) capability is placed on hold until further notice. The Draft Schedule listed in the Request for Information under the STRI-BOP Opportunity Number W900KK13RFIMILESTVS is rescinded. The Sources Sought Notification for a Technical Capabilities Statement will not be released at this time. ------------------------------------------------------------------------------ Program Title: Instrumentable-Multiple Integrated Laser Engagement System (I-MILES) Tactical Vehicle System (TVS) Recompete. Introduction: The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager Training Devices (PM TRADE) and Product Manager Live Training Systems (PM LTS) intends to procure a Tactical Vehicle System (TVS) capability, interfaced into the Homestation and Combat Training Center (CTC) Instrumentation Systems (IS). The I-MILES TVS is a laser-based training device that supports the Force-on-Force (FOF)/Force-on-Target (FOT) training needs of soldiers occupying various heavy weight, medium weight, light weight - Tracked or Multi-Wheeled - Army Tactical Vehicles that do not have an embedded fire-control system. The I-MILES TVS supports any crew-served weapon systems that may be appended to or installed on the vehicle. Additionally, the I-MILES TVS shall be versatile enough to support use on low and medium protected structures/fixed equipment such as bridges, bunkers, ammunition caches, refuel depots, and buildings. Acquisition Strategy Planning Information (Draft): A.Contract Vehicle: To Be Determined (TBD) B.Contract Type: Firm Fixed Price (FFP), with Time and Material (T&M) CLINs C.Approximate Quantities: 1.16,000 kits D.Approximate Funding: 1.$192M E.Draft Schedule: 1.Sources Sought Notice Release (draft technical documentation) - Late Sept 2013 2.Industry Day - Early October 2013 3.Final RFP Release - Jul 2014 4.Contract Award - Oct/Nov 2015 5.Initial Operational Capability (IOC) - 1st Quarter FY16 6.Full Operational Capability (FOC) - 1st Quarter FY17 Requirement: PM TRADE has a requirement to field the I-MILES TVS training capability to CONUS sites and, OCONUS sites to include Korea, Ft. Wainwright, Alaska, Joint Multinational Readiness Center (JMRC), Germany and Schofield Barracks, Hawaii. The I-MILES TVS recompete system will be interfaced with Homestation Instrumentation System (HITS), Interim Range Solution (IRS), Army Mobile Instrumentation System (AMITS), and the modernized Combat Training Center Instrumentation System (CTC-IS). The contractor will be responsible for end-to-end system performance; insuring that all required system functionality is integrated, produced, tested and fielded. Follow-on Industry Meetings: The Government intends to release a draft set of technical documents under a Sources Sought Notice in late Sept 2013. The Government intends to host an Industry Day with one-on-one sessions with responders in early October 2013. RFI: As a part of Government market research, the project team requests interested Prime contractors to provide a written response (limited to 10 pages), including evidence of being capable of meeting the Contract Award delivery schedule and production quantities with no development funding provided, as well as have documented experience (not just knowledge of the process) in the following areas: A.Developing Live Training standards to be used across PM TRADE, PEO STRI and the Army in an effort to create commonality, promote re-use, and facilitate interoperability across Live Training and Transformation (LT2) Domain. B.Incorporating the LT2 Live Player Area Network (PAN) standard in systems. C.Incorporating the LT2 Live Training Engagement Composition (LTEC) technologies. D.Capitalizing on standardization to maximize commonality, facilitate interoperability, and promote life cycle cost savings. E.Developing standards and leveraging common components in order to provide inherent interoperability as principal underlying architectures continue to be matured. F.Establishing a technical standard among competing entities in a market, without hurting competition. G.Encoding/Decoding the Multiple Integrated Laser Engagement System (MILES) Communication Code (MCC) Standard (PMT 90-S002 version M dated 8 February 2011). H.Software updates over a wireless network to peripheral devices. I.Smart Battery and Power saving (SMbus). J.Obsolescence design engineering. K.Interfacing to Range Instrumentation System radios. L.Design, Integration, Installation and Test of training systems. M.Conducting Interim Contractor Support (ICS). N.Technical Data development and updates (Drawings, Operator User Manual, and Training materials, Special Tools Test Equipment (ST&TE) list). O.New Equipment Training (NET) development and execution. Prime contractors are encouraged to schedule an initial face to face meeting with Mr. Ron Logan (I-MILES TVS Project Director) after Industry Day but prior to 1 Nov 13 to facilitate Government market research.
