- The Army Contracting Command Aberdeen Proving Ground - Belvoir Division is conducting market research for a requirement to provide support to Night Vision & Electronic Sensors Directorate (NVESD). Specifically, the Government has a requirement for the development of enhanced downward-looking Ground Penetrating Radar (GPR) technologies to achieve advanced capabilities for real time detection of buried high and low metal explosive hazards from ground vehicles moving at tactical speeds in support of route clearance missions. This requirement is intended to leverage the development of GPR technologies that began under Task Order W15P7T-06-D-E402 BD06, which will expire on 30 December 2013. These technologies include: a high-speed jammer compatible ultra-wideband time domain GPR, a real-time ultra-wideband time domain GPR, and technologies, both hardware and software/firmware based, for detection of deeper targets. This market research is being conducted to determine if there are any sources with the capabilities to provide engineering, manufacturing, testing, and business operations services to complete the development of GPR panel and array designs based on the technologies mentioned above to satisfy the performance and other objectives specified below. Metric (4-panel array)/ Objective Probability of detection- greater than or equal to 0.95 False alarm rate- less than or equal to 3 per kilometer traveled Scan width - greater than or equal to 3.2 meters Host vehicle speed - 5 kilometers per hour Electromagnetic compatibility (standoff from jammer) - Jammer installed and operated on same Husky as GPR with no degradation in GPR performance Overburden - less than or equal to 48 inches Target characteristics - Metallic and non-metallic underbelly threats The period of performance will be twenty-four (24) months from date of award. The Contractor is required to have a SECRET facility clearance and contractor personnel must have a SECRET security clearance. Sources possessing the capability to satisfy the requirements listed above are invited to submit a White Paper not to exceed 10 pages in length, 8.5 quote mark x 11 quote mark paper, 12-point, Times New Roman font, with a minimum of one (1) inch margins all around providing a description of their proposed approach to satisfy the government's requirements. No contract award will be made on the basis of responses received; however, the information will be used in the assessment of capable sources. Respondents must also include information regarding 1) customary practices (including warranties, discounts, etc.), and under which commercial sales the products are made and 2) requirements of any laws and regulations unique to the item being acquired. This is NOT a request for proposal and does not constitute any obligation by the Government to award a contract based on the findings from this survey. The Government will not reimburse interested sources or respondents to this notice, or any follow-on notice, for any costs incurred in association with this announcement or for subsequent exchanges of information.
