Description
The Infrared S p ace S ystems Directorate ( I S) Pro g ram Office intends t o release Request f o r Proposal f o r the S p a ce B a sed I n fra r ed Syste m s (SBIRS) Follow-on Production (SFP) - Highly Elliptical Orbit (HEO) Transition to Operations on 30 October 2013. The Government's intent is to make a sole source award to Lockheed Martin Space Systems Company. The SBIRS constellation consists of geosynchronous earth orbit (GEO) satellites and highly elliptical orbit (HEO) payloads. Its mission is to warn against global and theater ballistic missile attacks. Presently, the SBIRS ground system architecture is built on the Engineering and Manufacturing Development (EMD) contract will support a 2 HEO and 4 GEO constellation. The HEO-3 and HEO-4 replenishment payloads have been procured on the SBIRS Follow-on Production (SFP) contract and ground system capabilities are required to support command and control of both payloads. Modifications to software, hardware, and support are required to support HEO-4 Launch and Early On-orbit Test (LEOT). In addition, the contractor will be required to complete the transition of the HEO-3 and HEO-4 payloads to operations. The contract type will be Cost-Plus Award Fee. The intended contractor is Lockheed Martin Space Systems Company, 1111 Lockheed Martin Way, Sunnyvale, CA 94089-1212. The IS Program Office has contracted with LMSSC over the last 19 years. LMSSC is the original and the only responsible prime source that can deliver the required services. Award to any other source would result in unacceptable delays; therefore, there are no viable options to obtaining competition for this procurement. While this notice of intent is for informational purposes only, and is not a request for competitive proposals, interested parties, to include small and small disadvantaged businesses, may identify their interest and technical capability, and submit information which shall be considered by the agency in accordance with FAR 6.302-1(d)(2). The small business size standard (number of employees) for this requirement is 1,000 under NAICS Code 33641 4.
