Description
Indefinite Quantity/ Indefinite Delivery, Design/Build Multiple Award Contract (MACC) General Construction for Public Works Department Maine Issued by: NAVAL FACILITIES ENGINEERING COMMAND, MID-ATLANTIC, PWD Maine, ACQUISITIONS DEPARTMENT, BUILDING 59, PORTSMOUTH NAVAL SHIPYARD, KITTERY, ME This is an indefinite quantity/ indefinite delivery, Design/Build Multiple Award Contract (MACC) for general construction. This procurement is 100% Small Business Set Aside. The applicable North American Industry Classification Code (NAICCS) is 236220. Description: This contract will provide a multiple award, indefinite delivery/ indefinite quantity contract for general design/build and design-bid build projects in the NAVFAC MIDLANT PWD Maine, Northeast Area of Responsibility Works including but not limited to sites at Portsmouth Naval Shipyard, Cutler, Prospect Harbor, and Rangeley, Maine and at NOSC in Maine, New Hampshire, Vermont, Connecticut and New York. Under such MACC, the Contractor(s) shall provide all labor, supervision, engineering, design, materials, equipment, tools, parts, supplies, and transportation, to perform all of the services described in the specifications for each task order. The duration of the contract(s) is for one (1) year from the date of contract award with four (4) option year periods. The total five-year (base and four-year options) estimated construction cost for all contracts is not- to- exceed $95,000,000.00. Task Orders will have an estimated construction cost between $500,000 and $7.5M, however, larger value projects may be considered at the discretion of the NAVFAC MID-LANT Chief of Contracts Office. The government guarantees an award amount of $5,000 to each offeror awarded a contract. This solicitation will utilize the Best Value Source Selection (BVSS), Two-Phase Design/Build Source Selection Procedures per FAR Parts 15 and 36. Phase I proposals will be evaluated based on their technical merits for the identified criteria for technical factors 1, 2, 3, and 4. The most highly qualified offerors (not-to-exceed a maximum of 12) will be selected to submit Phase II proposals. The proposal due date for Phase II will be established by amendment after the completion of Phase I. Factors 1-4 will be evaluated in Phase I and Factors 5 and Price will be evaluated in Phase II. Factor 1 will only be rated Acceptable or Unacceptable. If an Offeror is rated Unacceptable in Factor 1, then they will not be considered for Phase II In making the best value award decision after Phase II, the government will consider Factors 2-5 and price. The relative order of importance of the non-cost/price evaluation factors is that technical factors are equal to each other and when combined are equal importance to the performance confidence assessment (past performance). The combined non-cost/price factors are approximately equal to price. The seed project will be made available to offers who proceed to Phase II of the Evaluation Process. The Request for Proposals (RFP) for Phase I will be issued during December 2013. Individual task orders competed among the Successful Awardees will be done using price only factors or price and technical factors. Past performance will be a consideration throughout to determine which awardees will receive further consideration for subsequent task orders. The evaluation criteria are detailed below. All technical factors are of equal importance. Technical sub factors within technical factors are of equal importance. Technical is approximately equal to price. The Basis of Award for this procurement shall be price and technical factors, which together, constitute a best value to the Government; however, not necessarily the lowest price. The objective is selection of contractors whose overall proposal demonstrates the best value to the Government based on the specified criteria. The government anticipates awarding a maximum of six (6) contracts under this solicitation.
