- Description
- The purpose of this synopsis is for the Naval Air Systems Command (NAVAIR), AV-8B Harrier Joint Program Office PMA 257 to announce its intent to contract for Borescope Blendable Repair Services for the US Government and the Government of Italy for in-situ blending of installed F402-RR-408A/B engines on the AV-8B Harrier aircraft. This will be a full and open competition. This is NOT a Request for Proposal (RFP). The overall purpose of the Blendable Borescope requirement is to blend/repair in-situ Pegasus engine blades damaged by Foreign Object Damage (FOD). Potential contractors should be prepared to provide an average of 25 blends annually based on historical data, with a maximum capability to blend up to 48 engines. The service shall include: Inspection of candidate engines and repair of those engines both in the Continental United States (CONUS) and Outside Continental United States (OCONUS) within a given timeframe. The contractor shall be required to travel to the sites immediately, blend and inspect compressor blades on engines installed in the aircraft, and document and photograph the repair. The contractor must be capable of blending Titanium Alloy Ti 6Al-4V; accessing a 6-milimeter maximum blendable borescope diameter with a 6-inch minimum insertion in the High Power Compressor (HPC) Section of the engine; measuring and recording damage located within the engine; having a capture system to ensure no possibility of Foreign Objects Damage (FOD) due to tool package; recording digital images of damage with measurement of damage captured on the image; transferring the recorded digital images via electronic mail system; transferring recorded digital images to paper reporting documents; supporting a minimum of two borescope efforts simultaneously. A Sources Sought notice was posted to FEDBIZOPS using NAICS Code 336412 on 1 May 2013 under "Borescope Blending Repair Services for Repair of Installed F402-RR-408A/B Engines on the AV-8B Harrier - N00019-15-P1-PMA-257-0010" and reposted 13 June 2013 using NAICS 488190, Borescope Blending Repair Services for Repair of Installed F402-RR-408A/B Engines on the AV-8B Harrier - N00019-15-P1-PMA-257-0010R." This procurement is being conducted under FAR Part 12 commercial contracting methods utilizing the Firm Fixed Price type of contract. It is NAVAIR's intent to award a contract to the offeror who provides the best overall value to the Government. This solicitation is unrestricted. It is anticipated that the RFP will be released 19 December 2013 and reside on the NAVAIR Website.
