- THIS IS A "SOURCES SOUGHT" NOTICE ONLY. This is not a solicitation or request for quotes and no contract or purchase order will be awarded from this notice. There is no solicitation, specifications or drawings available at this time. Military Sealift Command, Norfolk is seeking eligible businesses to provide two thousand and six hundred (2,600) Emergency Escape Breathing Devices (EEBD), in support of the USNS COMFORT and USNS MERCY. The EEBD's Part Number M-20.2 (NSN 4240-010439-5937), or equal, having the following technical salient characteristics: Closed-circuit, self-contained breathing apparatus (SCBA) Automatic on, compressed oxygen, demand regulated unit Donning time less than 10 seconds Minimum oxygen duration: 10 minutes Service life 15 years Storage temperature range: -4F to 149F (-20C to 65C) Maintenance-free over service life (except for periodic inspection) Manufacturer disposal of hazardous spent units provided Sealed watertight case provided Dimensions: 6.8 x 6.8 x 3 inches (17 x 17 x7.6 cm) Secondary container dimensions: 8.2 x 9.2 x 4.2 inches Weight: 3.1 lbs (1.4kg) NIOSH approved, meeting requirements of Title 42, Code of Federal Regulations (CFR), Part 84.35 USCG approved ABS approved Meets Standards and Regulations: SOLAS 74/78 as amended, Reg. II-2/13.3.4, II-2/13.4.3 IMO Resolution MSC 98(73) Chapter 3.2.2 (FSS Code) IMO Resolution MSC/Circ. 849 EN 13794 (2002) ISO 23269-1 (2008) All Small Businesses, Service-Disabled Veteran-Owned Small Businesses, Certified HUBZone and Certified 8(a) Small Businesses are encouraged to respond. The Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. This is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested businesses submit to the contracting office a brief capabilities package demonstrating ability to provide the requested product. This document shall address, as a minimum the following: Company Profile to include number of employees, office location(s), DUNS number, Cage Code and a statement regarding business size designation and status. Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirement to be consistent with industry.
