- Solicitation number SPE4A6-14-R-1093 replaces solicitation number SPE4A6-13-R-1406. The solicitation will issue on or about October 21, 2013. This requirement is for NSN 6680-01-151-3465, Transmitter, Liquid, Quantity in accordance Edel Engineering Development Co., CAGE 00QR4, P/N 9662300 and Simmonds Precision Products, Inc., CAGE 89305, P/N 472995-504. The RFP will cover requirements for an Indefinite Quantity Contract (IQC) for a 1-year base period and four, 1-year option periods. The solicitation will be issued as unrestricted using other than full and open competition. The estimated annual quantity is 24 each for the base year and each option year. Based on market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. Clause 252.225-7021, Trade Agreement applies. The solicitation will include provision 52.215-9023, Reverse Auction. Since a Reverse Auction may be conducted, offerors are encouraged to access the ProcureX system to self-register and review the available training tools at: dla.procurexinc.com to learn more about how to participate in an auction. Offerors who do not self-register will be loaded at the time of auction by DLA. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. No Internet Quoting Service (IQS) or Electronic Bulletin Board (EBB) quotes will be accepted for this solicitation. A copy of the solicitation will be available via the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil on the issue date cited in the RFP.
