- The government intends to issue a solicitation SPM1C1-14-Q- 0003 for the manufacture and delivery of the "Badge Identification, Security Forces, AF" (8455-01-598-5173): Quantity: 19,000 ea. This item is manufactured in accordance with MIL-DTL-3628/121A. Production Lead Time is 120 days. Destination for this item is Arizona Industries for the Blind; Phoenix, AZ. Automated Best Value Score (ABVS) will be used. In addition to price and other related factors, the Contracting Officer, on this acquisition, will consider past delivery and quality performance as an evaluation factor using the DLA ABVS Program, and may make an award at other than the lowest evaluated price. The solicitation will be issued as a total small business set-aside that will result in a firm fixed price contract. All items must be 100% U.S. Made out of 100% U.S. Materials. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Copies of this solicitation can be found on the DLA Procurement Gateway at https://www.dibbs.bsm.dla.mil/. From the Gateway homepage, select "Search RFQs' from the left-hand sidebar. Then choose the RFQ you wish to view. You must be registered in order to electronically quote. The anticipated solicitation will be posted 5 days from the date of this pre-solicitation notice. Important note on foreign content: The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as The Berry Amendment) impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and specialty metals (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
