Description
Draft PBSW The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ is issuing this Sources Sought Notice for a follow-on requirement to provide engineering, aircraft modifications and technical support for Chief of Naval Operations (CNO) Project K-0416, Airborne Anti-Submarine Warfare Intelligence (AAI) (Also known as Project Beartrap). This Sources Sought is not a request for proposal. This Sources Sought is being used as a market research tool pursuant to FAR Part 10 to determine potential sources and their business size. The Government is not obligated and WILL NOT PAY for any information received from potential sources as a result of this notice. The NAICS for this requirement is 541330 (Engineering Services). REQUIREMENTS: See attached Draft Performance Based Statement of Work (PBSW). Please note these services are currently being obtained under Contracts N00421-12-C-0031 with Qinetiq North America, Inc., N00178-05-D-4304 with Eagle Systems and N00178-05-D-4338 with General Scientific Corporation. The Government reserves the right to make multiple or split awards if it is determined to be most advantageous based on the capabilities and overall evaluation of the information received. No promise of a contract award is implied and contractors are not being asked to submit cost proposals. Rather this notice requests capabilities information that illustrates sources can successfully perform all or some tasks of this anticipated effort, either directly or through teaming arrangements. Direction to company websites and vague statements of capability are not encouraged. It is desired that interested firms possess the following certifications and capabilities: (1) All forward site personnel should have a minimum of five (5) years AAI experience with five (5) years exercising aircraft calibration reductions utilizing Certification And Maintenance Processing System (CAMPS), AAI mission preparation and post mission reduction utilizing Tactical Acoustic Processing (TAPS) and ORION replay, Magnetic Quick-Look (MQL) and AAI specific tactics. (2) ISO:9001 Certification. SUBMITTAL INFORMATION It is requested that interested sources submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform all or part of the services in the attached draft PBSW. Please identify if you can perform all or some of the tasks and identify which ones. This documentation must address, at a minimum, the following: (1) Company name and address; (2) Company point of contact including email address and phone number; (3) Company's business size and list of North American Industry Classification System (NAICS) codes under which goods and services are provided; (4) SPECIFIC SUBSTANTIATED SUPPORT addressing the company's capability and experience with each task listed in the draft PBSW; (5) Potential teaming arrangements; (6) Related past performance; and (7) General corporate information. RESPONSE DEADLINE Responses to this Sources Sought notice are requested no later than 12 November 2013.
