- GENERAL NOTICE: The purpose of this notice is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U. S. Army Corps of Engineers, Seattle District, request capability statements from businesses concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. General Information: Responses are to be sent via email to renee.r.heerhartz@usace.army.mil or hard copy to U.S. Army Corps of Engineers, PO Box 3755, CECT-NWS-C, Seattle, WA 98124-3755 no later than 1:00 P.M. Pacific Standard Time 6 November 2013. PROJECT LOCATION AND DESCRIPTION: The project is located Seattle District, USACE, Seattle, WA. The U.S. Army Corps of Engineers (USACE), Seattle District, plans to award a firm, fixed-price contract for the development and administration of a customized leadership development program (LDP) for up to twelve USACE employees over a one-year period starting in June 2014. The contractor's period of performance shall be for a base period of twelve months and may be extended for two twelve-month option periods. Graduate level university credit shall be awarded to employees who finish the program. USACE staff and leaders will be involved with the contractor to support the program and will provide one or more leaders to participate in monthly class events to provide USACE perspective on leadership topics, link leadership learning to current events, provide context for class members who haven't been with the USACE for long, and contribute to continuity between learning activities. Most LDP class events will take place at Government-owned facilities within the local Seattle area, except for an annual field trip and two retreats which will take place in the Washington/Oregon region. The contractor will provide books, workbooks and/or printed course materials for participants. The contractor will also be expected to provide an online collaboration site for class member use. The desired competency outcomes for LDP participants include: Big Picture: Graduates can see and think in quote mark big picture quote mark terms and work within the existing environment or system to accomplish the mission. Graduates demonstrate a personal commitment to the organization and its mission (i.e., putting the organization above the employee's agenda). Leading: Graduates have some comfort with discomfort, can identify sources of discomfort, identify and manage risks, and lead during uncertain events and periods. People: Graduates have a solid understanding of their own perspectives, preferences, styles, strengths and weaknesses; can recognize those of others; and can optimize their interrelation. Communication: Graduates can communicate effectively with individuals, in groups and in front of an audience. Graduates have the skills to listen to others for understanding, anticipate items of interest, conduct difficult conversations, directly manage conflict, and provide information in the appropriate manner for the intended receivers. Engagement: Graduates will understand the current U.S. Army, USACE, Northwestern Division and Seattle District missions, vision and organization and how their own work supports the mission. The intent of this Sources Sought is to research qualified firms with a primary North American Industrial Classification System (NAICS) code of 541611, which has a size standard of $14.0 million for a potential acquisition. Based on this interested contractors are asked to provide information on their small business status.
