Description
Sole Source Synopsis: The USPFO for Colorado intends to award a modification of currently being executed contract W912LC-11-C-0008 to Mass Service and Supply. The modification will execute the scope of work included in Option Line Items 2 and 3, addition of 64 billets at Ft. Carson, Colorado for the Colorado Regional Training Institute. Magnitude of the project is between $5,000,000 and $10,000,000. This procurement is being made pursuant to 10 U.S.C. 2304(c)(1) and FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Mass Service and Supply possesses the following unique capabilities to perform this work in the most expeditious and cost-efficient manner to the Government. Awarding this additional work to the incumbent contractor eliminates the cost for additional submittal review which has already taken place. There will be no additional scope warranty cost. The incumbent contractor will be able to complete the additional scope concurrent with original scope, thereby saving mobilization costs and duplication of general conditions costs. The incumbent contractor will be able to avoid winter protection costs as they will be able to complete those elements of the additional scope prior to winter onset. The incumbent contractor has full knowledge of and already executed the project scope and is deeply familiar with the project documents, thereby significantly reducing or eliminating change order risk to the government. Any other contractor would result in substantial duplication of cost that is not expected to be recovered through competition and unacceptable delays in fulfilling the requirements. All interested sources must respond not later than 25 October 2013, 11:00 hours MST. A determination by the Government not to compete this proposed contractual modification based upon responses to this notice is solely within the discretion of the Government.
