- Description
- The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price (FFP) Delivery Order under Basic Ordering Agreement N00019-13-G-0009 on a sole source basis with Lockheed Martin Mission Systems and Training (MST) in Owego, NY. The effort is for NRE to address the Diminishing Manufacturing Sources and Material Shortages (DMSMS) and obsolete parts in legacy MH-60Rs by upgrading the Electronic Support Measures (ESM) SP-103A Single Board Computer (SBC) to the SP-103E SBC. The NRE must ensure the current SP-103C SBC Shop Replaceable Assembly (SRA) configured ALQ-210 Weapons Replaceable Assembly (WRA) can be interchanged with the upgraded SP-103E SBC SRA and maintain the same capabilities. Additional NRE efforts include the following: conversion of the legacy ALQ-210 (WRA) in the 103A SBC SRA configuration to the current production configuration; make the SP-103E SBC SRA a Form-Fit-Function (FIT) substitute item for the SP-103C SBC SRA; and ensure fleet maintainers can use either the SP-103C or SP-103E SBC SRAs in all MH-60R ALQ-210 WRAs capable of being repaired in post-production years. Options will be used in the resultant Order to perform the work described above and will include, but are not limited to, the following efforts: NRE to address the most cost effective conversion process that shall not degrade mission capabilities and performance of the current SP-103C SBC SRA; Integration efforts and; testing of the SP-103C and SP-103E SBC SRA in a retrofitted ALQ-210 WRA. Recurring efforts will include purchase and installation of retrofit kits to upgrade legacy ALQ-210 WRAs to current configuration with 103E SBC SRAs. This action is being awarded on a sole source basis to Lockheed Martin MST in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements;" because they are the only qualified source which possesses the detailed knowledge of the MH-60 mission systems design to allow them to perform the NRE and upgrade efforts in a timely and cost effective manner. This notice of intent is not a request for competitive proposals; however, responsible sources may submit a capability statement, which will be considered by NAVAIR.
